INTRODUCTION In accordance with the provisions of Texas Government Code, Chapter 2254, the City of Denton (City), a home-rule city of the State of Texas, is requesting submissions to select a firm with demonstrated experience in providing design and architectural services for public safety facilities. As the City of Denton continues to grow, the Denton Police Department and Public Safety Dispatch work space is in need of modernization and to be adequately configured for modern day operations. 2. BACKGROUND The City of Denton Police Department (DPD) is located at 601 East Hickory. Also known as City Hall East, DPD occupies 47,391 square feet out of the 153,000 square foot building. The building prior to DPD’s occupancy was originally called the Moore Building and was owned and operated by Moore Business Forms. The building was constructed in various sections between 1947 and 1965. In 1990, the City of Denton acquired the building and certain surrounding properties through a donation from Moore Business Forms and renamed the facility City Hall East. In addition to the Police Department, there are several City departments and operations th at occupy the remainder of the space at City Hall East. From 1992-94, the building underwent major renovation to make it suitable for use. The improvements included the construction of offices, conference rooms, and restrooms, the removal of all known asbestos, ADA/accessibility improvements, installation of a new chiller/boiler systems, fire sprinklers, and smoke/alarm systems. Major sections of the building’s roof have been replaced over the years. In 2013, some of the unfinished space in the building was improved to provide for the Denton Public Safety Training Facility which is shared by the Police and Fire Departments. In the summer of 2018, the City engaged the architectural services of Brinkley, Sargent, Wiginton (BSW) of Dallas to develop a concept plan to assess the existing conditions and provide options and recommendations to address staff growth, changes in police and dispatch operations, and concerns 215 E. BSW’s scope was to create a plan that would demonstrate more efficient and appropriate space configurations that provided immediate relief for the next 5-10 years. The options and a recommendation were presented to the City Council at a work session on February 4, 2019. The City Council formed a consensus around renovating the existing and shell spaces located within City Hall East and construct a new police substation adjacent to Fire Station #7 which is located on Vintage Boulevard. All firms that are the top ranked finalists through the evaluation phase will be interviewed by the evaluation team. SCOPE OF WORK Description of Project The City of Denton is seeking qualification from architectural firms experienced in public safety facilities design and the preparation of construction documents for the following:  Project 1: o The renovation and expansion of certain portions of 601 East Hickory where Denton Police and Public Safety Dispatch are operating.  Project 2: o Construction of new facilities for a Police Substation on property owned by the City of Denton. The contract will include the research necessary and the preparation of required documentation for design and architectural services for two (2) City of Denton (COD) buildings in two (2) phases for the contract term. 3 The City is exploring the option of using the Construction Manager at Risk (CMAR) delivery method. The design professional will be expected to explain their methodology and previous experience with CMAR projects similar in size and design. The City currently has funding to complete 30% design (schematics only). Upon completion of 30% designed plans, the City will seek City Council approval for the remaining project funding and direction on project delivery method. Basic services for each phase include the following:  the development of the complete project scope and time-line  preliminary design and architectural services  architectural design  preparation of project construction plans  specifications, and contract bid documents  application for and receive all required permits  attending project status, pre-bid, and preconstruction meetings  contract administration and close-out;  providing sealed project “As-Built” drawings upon completion rich should include updating the existing footprint. Additional services not included in basic services, may be requested by Facilities Management which could include but is not limited to: Providing the contracted scope of services for additional needs if requested. Any additional services would be requested in writing by Facilities Management and would be executed only upon acceptance by both parties of the scope and costs of each additional project. 4. Requirement for Statement of Qualifications The successful firm shall perform all necessary actions to renovate and build the listed buildings. These actions shall include: 1. Your Statement of Qualifications should include the following information: 2. Name, address, phone, contact, and email address, and brief description of firm. 3. Resumes of key personnel to be assigned to this project. 4. A one-page narrative as to firm’s interest, abilities and qualifications related to this project. 5. Describe other similar projects designed by this firm and key personnel pertinent to this project. Include at least 3 reference and their contact information (name, phone, and e-mail address). 6. Provide examples of knowledge, expertise, and/or experience with other related work. 7. Provide a schedule with days or weeks with the firm’s methodology to complete the scope of work desired by the City of Denton 8. The Proposing Firm must be registered by the State of Texas to provide any services which are required to complete this project, and the Firm must have all professional licensure required by the State to provide any services required to complete this project. Proof of this registration must be included as part of the submittal. 9. Detail how your firm meets the evaluation criteria as outlined in Section 5. 4 5. Evaluation Criteria Step 1: The City of Denton will evaluate the submission in accordance with the selection criteria and will rank the firms on the basis of the submittals. The City of Denton, reserves the right to consider information obtained in addition to the data submitted in the response. The selection criterion is listed below: 1. Relevant experience of the firm, its personnel, and past record of performance in connection with the scope of services requested. 30 Points 2. Consulting approach and methodology proposed to complete the scope of work. 20 Points 3. Past record of performance on contracts, including quality of work, timeliness and cost control. 20 Points 4. Personality and fit to work with the City of Denton staff. 30 Points The total possible score of the submissions shall be scored and weighted as indicated above, Step 1 items 1-4. Based on the outcome of the computations performed, each submission will be assigned a raw score. The assigned weight will then be applied to these scores to calculate an overall score for each submission for completion of the final scoring process. Step 2: City of Denton will proceed to negotiate a contract with the highest ranked firm. The City may elect to conduct oral discussions, request clarifications, and presentations concerning the project approach and ability to furnish the requirements, as part of the negotiation process. Provided the City of Denton cannot successfully contract with the highest ranked firm, the City of Denton shall formally, and in writing, end all negotiations with that firm and the City of Denton may elect to proceed to negotiate with the next firm in the order of the selection ranking until a contract is reached or negotiations with all ranked firms end, in accordance with Texas Government Code 2254. Step 3: A written recommendation will be presented to the appropriate approving authority for the City of Denton requesting authorization to proceed with contract execution for the proposed services. 6.
