6978 - Power Purchase Agreement (5 Mw Utility Scale Solar With Energy Storage), 3.Statement of Work/ SpecificationsThe City is seeking to acquire long-term solar energy with an energy storage capability, bundled with the associated environmental, operational, and ancillary attributes. Requirements The generation portion of the project should be capable of delivering up to five (5) MW of energy. (Alternate lesser or greater sizes will be considered if proposed.) The associated on-site storage facility should be capable of (i) storing up to one (1) MW of energy and (ii) delivering its full contract capacity for four (4) consecutive hours. (Alternate lesser or greater sizes will be considered if proposed.) The project must utilize proven, commercialized energy storage technology that is scalable to the project size (i.e., not in experimental, research, demonstration or development stages), as determined in Denton’s sole discretion. (Whether or not a technology is considered proven and commercially available shall be determined in the City of Denton’s sole discretion.) The project should have a commercial operating date (COD) of on or before June 1, 2020. (Alternate CODs will be considered if proposed.) The contract start date, as shown on Exhibit 1, Pricing Sheet, means the date by which commercial operations has occurred, including Seller has received all local, state and federal governmental approvals and has provided any security deposits to the City that may be required under the associated Purchase Power Agreement (PPA). The term of the underlying Power Purchase Agreement should be either five (5) or ten (10) years. (Alternate PPA terms will be considered if proposed.) Respondents are required to submit a draft Power Purchase Agreement for consideration. The proposed project must be located within the ERCOT region with output priced at both the project interconnection point (i. e. node) and the ERCOT North Hub. Proposals should include a clear description of how the energy storage portion of the project will be operated and by whom, as well as any acceptable options in this regard (i.e. operated as per direction by the City of Denton). For transparency purposes and to assist the City of Denton with project evaluation and feasibility review, prices shall be proposed for 1) the solar portion of the project alone and 2) for the total project including energy storage. Pricing shall in $/MWH delivered to the utility purchaser.
