Technical Specifications
Ceramic Paint of Pecan Creek Water Reclamation Plant Buildings and
Process Tanks
A. PURPOSE
The City of Denton requests proposals from prospective vendors to provide materials and
labor to paint the buildings and process tanks as shown in the Attachment 1 using ceramic
paint at the Pecan Creek Water Reclamation Plant situated at 1100 Mayhill Road, Denton,
Texas.
B. PRODUCT SPECIFICATIONS
Ceramic Paint Coating shall be a durable, flexible maintenance free wall coating. It shall
be a high build acrylic-urethane-elastomeric formula that includes ceramic microspheres
and high quality Titanium Dioxide that waterproofs, insulates, and soundproofs.
Elastomeric acrylic resins shall be combined with urethane resins resulting in a flexible
but tough surface.
This thick rubber-like membrane shall become part of the substrate due to excellent
adhesion and bonding. The Ceramic Coating shall provide Class A Fire Rating, resist
mildew, mold and algae, corrosion resistance, reflect ultra-violet rays, expand/contract
with natural wall movement, resist fading, and be vapor permeable. This insulating,
industrial, maintenance-free coating shall be long lasting with a 25-year warranty.
The paint color shall be Rhino Shield® Bona Fide Beige SW6065 or approved equal to
the Rhino shield for all buildings and process tanks.
B. INSTALLATION Requirements
Mask and protect adjacent areas not to be painted
Meet all OSHA requirements including using lifts and harnesses as required
Clean & prep all masonry to remove all foreign debris and materials-i.e.: mold,
mildew, algae, resins, oils, oxidation chalk and loose paint
Repair all masonry as needed
Complete ceramic coating application on all wall surfaces
Pressure wash and clean all surfaces
Scrape remaining loose paint as needed
Repair block mortar if necessary
Apply 50-year elastomeric caulk sealant as needed
Apply Chalk Sealer in specified areas
Apply Rhino Shield® Red Iron Oxide or equal for rust encapsulation
Apply Rhino Shield® Adhesive Primer Sealer or equal for adhesion and water
sealing
Apply Rhino Shield® Durable Finish Coat or equal
Clean up and remove all job related debris

Provide weekly work map to client management and plan to minimize business
interruption
Complete painting project in 90 days from the date of issuance of Purchase Order
C. SUBMISSIONS
Submissions shall be provided using the Attachment 1 with supporting documentation as
required. Additional information clarifying the supplier’s product may be attached to their
submission. Pricing shall include all costs for a turnkey job to supply all material and labor
to paint the buildings and process tanks as listed in Attachments 1 and 2.
D. QUALITY CONTROL
The vendor shall be responsible for the quality control of the painting processes to assure
that all requirements of these specifications are met.
Field failure or field repairs required due to quality control failures or manufacturing
procedures shall be the responsibility of the vendor.
E. WRITTEN WARRANTY and GUARANTEES
Vendor shall provide a 25-year express written warranty covering all material and labor
costs to remedy any defects in the warranty period. Written guarantees shall include any
limitations as to the nature of failure or time limitations. The guarantee shall begin upon
completion of the painting project and acceptance by the City of Denton.
F. ACCEPTABLE VENDOR
The approved vendor is Rhino Shield or approved equal brand. For proposals submitted
with offered equal brands, following additional submissions will be required
Complete details of the equal manufacturer product/part number
Product/Technical data sheets or MSDS of the approved equal.
Sample or references of the product applied on same or similar buildings.
