6919-3 Scope of Work - Wastewater SCADA Master Plan1.1 SCOPE OF WORK This document describes the Scope of Work required to develop the SCADA Master Plan for the City of Denton Wastewater System. The resulting SCADA Master Plan will identify changes and enhancements to the City’s SCADA organization, practices and technology to keep it current with the State of the Art. The Scope of Work identifies: • Consultant qualifications required for developing an effective SCADA Master Plan • Topics to be addressed in the SCADA Master Plan • Tasks identified for the SCADA Master Plan 1.2 SCADA VISION City of Denton SCADA Vision is to: Provide a performant, reliable and secure SCADA system capable of supporting: • Current and future technologies • Regulatory compliance data collection and reporting • Plant operation assisted by real-time software • Reliable security and system updates This “SCADA Vision” is intended to identify and prioritize the outcomes desired from the SCADA Master Plan to follow. 1.3 DENTON ORGANIZATIONAL REQUIREMENTS Organizational requirements address the needs that different departments within the utility have with the SCADA system. Data transfer between these groups support SCADA or rely on SCADA data to perform their primary missions. These groups’ relationships address: • SCADA Operations • SCADA Maintenance • SCADA Technology and Infrastructure • SCADA Data exchange with other groups • Cyber Security 1.4 CYBERSECURITY SCADA system cyber security is particularly important to the City. The system developed in the SCADA Master Plan must incorporate controls and capabilities identified in current leading SCADA/ICS cybersecurity guidance for water and waste water control systems. The SCADA Master Plan must include both technology and organizational recommendations including: • Contingency Planning, including backup and recovery and Disaster Recovery Planning • SCADA Cyber Security Policy and Procedures • SCADA Cyber Security Awareness Training
