Exhibit 1-Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Materials Management CM: Todd Hileman DATE: October 17, 2017 SUBJECT Consider adoption of an ordinance of the City of Denton, Texas providing for, authorizing, and approving the purchase of Axon body-worn camera systems and associated modules which include Evidence Transfer Manager (ETM), digital evidence management software, data storage, Taser X2 Conductive Electric Weapons (CEWs), holsters, Taser X2 cartridges and batteries, which will be incorporated into use with the Police Department’s existing Taser body-worn camera systems. Axon Enterprise, Inc. (formerly Taser International, Inc.) is the sole-source manufacturer of the Taser X2 weapon system. Therefore this system is available from only one source and in accordance with Chapter 252.022 of the Texas Local Government Code, procurement of commodities and services that are available from one source are exempt from competitive bidding; and if over $50,000 shall be awarded by the governing body; (File 5696- awarded to Axon Enterprise, Inc. in the five (5) year not-to-exceed amount of $1,176,243.66). FILE INFORMATION The City of Denton Police Department currently utilizes the TASER body-worn camera system and the TASER X2 weapon system. All 176 police officers are equipped with the camera system. Approximately half of the officers have the Taser weapon system. This purchase is for 180 TASER 2 Weapon systems and associated modules to supplement existing equipment and replace Tasers that are outdated and fall outside of the manufacturer’s recommended lifespan. The equipment replacement will be phased in over a five (5) year time-period. The attached quote is provided through Axon Enterprise, Inc. which was formerly Taser International, Inc. (Exhibit 2). Axon Enterprise Officer Safety Plan Solution and Unlimited Cartridge Plan solution consists of AXON Body 2 body-worn cameras, evidence transfer manager (ETM), accessories, digital evidence management software, data storage, warranty and implementation. This body-worn camera system is compatible with existing TASER technology and Evidence.com storage solution that is currently being utilized by the Police Department. The system meets the Police Department’s need to allow officers the ability to record, manage and store digital recordings in the already existing Evidence.com storage. The ETM module allows automatic file uploading and simultaneous recharging of body cameras. The department will be able to modernize and standardize its Conductive Electronic Weapon (CEW) platform as well as provide training according to best practice and manufacturer recommendations. Also, the Police Department will be provided upgraded equipment at no additional cost to ensure the City of Denton has the most up-to-date technology. Police Department staff is recommending a five (5) year contract in order to provide the equipment to all officers by purchasing it in a series of installments (Exhibit 3). City Hall 215 E. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) Council awarded Contract 5956 for a TASER body-worn camera system and associated modules on December 2, 2014 in the amount of $448,873. RECOMMENDATION Approve a five (5) year contract with Axon Enterprise, Inc. for the purchase of Axon body-worn camera systems and associated modules in the not-to-exceed amount of $1,176,243.66. PRINCIPAL PLACE OF BUSINESS Axon Enterprise, Inc. Scottsdale, AZ ESTIMATED SCHEDULE OF PROJECT The pricing for this contract will be good through October 17, 2022. FISCAL INFORMATION The equipment will be funded from Police General Fund account 310100.6394 in the amount of $100,561 and Technology Services Licenses account# 830700.7904 in the amount of $109,717.43 for the first year of funding. Requisition#135103 has been entered in the Purchasing Software system.
