SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Crown Correctional Telephone, Inc., for inmate
telephone service, software, maintenance and support for the Denton Police Department; providing for the
expenditure of funds therefor; and providing an effective date (RFP 7198 – awarded to Crown Correctional
Telephone, Inc., for a three (3) year term, with the option for two (2) additional one (1) year extensions).
INFORMATION /BACKGROUND
This service contract will provide inmate telephone services within the Denton Police Department jail
facility and will replace equipment installed in 1999, which is experiencing age-related mechanical issues
causing the reliability of existing equipment to become a major factor. This agreement will provide for the
necessary equipment, infrastructure and ongoing maintenance and repairs to replace current end-of-life
equipment and provide improved calling services. Per Texas Administrative Code Title 37 Part 9 Chapter
291, inmate calling services shall be provided immediately after booking in addition to providing inmates
reasonable access to both local and long-distance calls. This may be on a prepaid or collect basis.
Requests for Proposals was sent to 85 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Three (3) proposals were received and evaluated based upon company profile, system
functionality, transition/implementation plan and schedule, financial transparency and price. Based upon
this evaluation, Crown Correctional Telephone, Inc. was ranked the highest and determined to be the best
value for the City.
