Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: November 5, 2019 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Cotton Electric Services, Inc., for the supply of Dielectric Safety Glove and Sleeve Testing Service and Replacement for Denton Municipal Electric; providing for the expenditure of funds therefor; and providing an effective date (RFP 7117 – awarded to Cotton Electric Services, Inc., for two (2) years, with the option for three (3) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $275,000). The Public Utilities Board recommends approval (6 - 0). RFP INFORMATION /BACKGROUND Rubber insulating gloves and sleeves are among the most important articles of personal protection that help to keep electric utility line workers safe from contacting high voltages. According to the National Institute for Occupational Safety and Health, the average annual fatality rate for power line workers is 56 deaths per 100,000 employees. To keep workers safe, there are several personal protective equipment (PPE) items that are required by the APPA (American Public Power Association) Safety Manual that specifies that appropriate PPE must be used anytime electric line work is performed on and within falling distance of any energized overhead or underground electric utility facilities. Therefore, one of the most important lines of defense for our line workers at DME is rubber goods, including rubber gloves and rubber sleeves for high voltage electric utility work. Rubber gloves and sleeves are fabricated from high dielectric materials, and must be durable to not tear during normal electric utility line worker activities. Below are images of rubber gloves, rubber sleeves and how a special leather protector glove looks when it is fitted over the rubber glove. Rubber sleeves fit over the upper arm and fit down into the glove cuff to fully insulate the line worker’s hand and arm. City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com All rubber protective equipment, gloves and sleeves must be visually inspected daily prior to use to ensure that the rubber is fully intact and that no holes or abrasions have impacted the safety and electrical usefulness of the protective glove or sleeve. In addition to the daily visual inspections, proper storage, and care, of the rubber goods are sent to quality, North American Independent Laboratories (NAIL) certified and accredited rubber testing facilities. At these facilities, the rubber protective equipment is inspected, cleaned, and tested to remain compliant with all applicable ANSI and ASTM standards such as 1910.137 and 1910.269. If a glove fails at the electrical test at the testing facility, it is destroyed and a new and fully tested glove or sleeve set are issued. Each line worker is issued two sets of protective rubber products, so one can always be available when their set is sent off for inspection and testing every 90 days. A few spares are also maintained at DME of frequently used glove sizes that are fully tested and available for any employee that immediately needs a new set because they discover that their protective set is torn or determined not to be safe for use. Protective rubber gloves and sleeves are the first line of defense for our line workers. Requests for Proposals was sent to 379 prospective suppliers of this item. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Six (6) proposals were received and evaluated based upon published criteria including delivery, compliance with specifications, indicators of probable performance, and price. Based upon this evaluation, Cotton Electric Services, Inc., was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with Cotton Electric Services, Inc., for the supply of Dielectric Safety Glove and Sleeve Testing Service and Replacement, in a five (5) year not-to-exceed amount of $275,000. Walters, OK ESTIMATED SCHEDULE OF PROJECT This is an initial two (2) year contract with options to extend the contract for three (3) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION These items/services will be funded from the following operating budgets under protective clothing: DEC 600105.6314, Operations & Maintenance 600200.6314, System Operations 600202.6314, Distribution 600300.6314, Substations 600400.6314, and Metering 600600.6314. The budgeted amount for this item is $275,000.
