7190 - Scope of WorkRFP 7190 Scope of Work Supply of Landscaping and Sod Replacement Services RFP # 7190 Page 1 of 3 The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: The City of Denton is requesting proposals for sod and landscaping replacement services at various sites throughout the City. Jobsites may include City property, commercial property, or citizen’s property. Work shall be done in general accepted practices and shall comply with Turf Grass Producers International Guideline to Specifications to Turfgrass sodding. (Exhibit 1 Attached). In case of conflict of specifications, the order of precedence shall be the order of attachments. The contractor shall provide an initial quotation in accordance with the pricing on the proposal sheet for each job. The department representative will requisition the work to begin, and the Purchasing Office will issue a Purchase Order before work commences. Quotations for specific jobs should reference the line items from the contract for reference and the jobsite name or address. Additional work on the jobsite shall not commence until the department representative reviews and approves the work and change order PO is issued, if necessary. The City will inspect completed work prior to acceptance. Invoices will not be paid until work meets the Department representative’s requirements and approval. 1. Sod Installation: All prices shall include the cost of materials, labor and equipment to install standard grade sod at various sites throughout the City. Prices are fixed as noted on the contract terms, and prices are fixed regardless of the size, urgency, or complexity of the job. The sod shall match existing sod type and grade of the work area. Contractor must ensure all existing sprinkler heads and meter boxes are uncovered. All sod shall be uniformly laid in a block pattern and rolled to match existing grade with no overlapping seams. 2. Watering: The contractor will be responsible for watering of any new sod and/or plants installed the same day of installation. Contractor must ensure sod/plants are adequately watered before leaving the job site. The homeowner or City will be responsible for subsequent watering. Door Hangers: The contractor shall place a door hanger provided by the City on the homeowner’s door when work is completed. The door hanger will provide watering instructions and contact information of the City, should the homeowner have any questions. 4. Material Quality: Sod and plants should be of quality equal to the jobsite. The City will accept dormant sod off- season, but no dead sod. The City reserves the right to reject sod, plants, or other materials for low quality or poor appearance. If rejected, contractor must replace/fix within 24 hours. No sod is to exceed three (3) days pallet time. 5. Jobsite Clean-up: Contractor is responsible for control and disposal of all spoils onsite at each job location and shall dispose of all debris and trash in an appropriate manner. 6. Response Time: The contractor is expected to respond to the initial contact* from The City within 4 hours during normal business hours. Normal business hours are Monday – Friday 7am- 4pm. If no response from contractor within 4 hours, the City has the right to call secondary contractor. Secondary contractor must also respond to initial contact within 4 hours. Response time** for Sod installation is not to exceed 5 business days from initial call for standard request. Expedited requests are not-to-exceed 2 business days from initial call. If contractor is not able to meet delivery deadline, the City reserves the right to call secondary vendor. The vendor will be called back based upon citizen complaints or failure to meet City inspection expectations at no cost to the City. If called back, contractor must replace/fix within 24 hours. *Contractor is expected to answer/call back within 4 hours and be able to perform job as requested. **Response time: Time elapsed between first call from the City and the time contractor is expected to be on-site working. 7. Independent Contractor: While engaged in carrying out and complying with the terms and conditions of this Contract, the Contractor is, and shall be, an Independent Contractor and shall not, with its acts or omissions, be deemed an officer, employee, or agent of the City. The Contractor shall not at any time or in any RFP 7190 Scope of Work Supply of Landscaping and Sod Replacement Services RFP # 7190 Page 3 of 3 matter represent that it, or any of it agents or employees, are in any manner agents or employees of the City. Contractor is, and shall remain, an Independent Contractor, with full, complete, and exclusive power and authority to direct, supervise, and control their own employees and to determine, the methods of the performance of the work covered thereto. The fact that City of Denton (COD) representatives have the expressed right to observe Contractor’s work during their performance and to carry out other prerogatives which are expressly reserved to and vested to COD representative hereunder, is not intended to and shall not at any time change or affect the status of the Contractor as an Independent Contractor. 8. Traffic: The Contractor shall conduct his work with as little interference to public travel, be it vehicular or pedestrian, as possible. Whenever it is necessary to cross, obstruct, or close roads, driveways, and/or walks, the Contractor shall, at his own expense, provide and maintain suitable and safe detours or other temporary expedients for the accommodation of public and private travel, be it vehicular or pedestrian. The Contractor shall also give reasonable notice to owners of private drives before interfering with access. The Contractor shall provide all notices required by city regulations. Contractor must obtain the necessary and applicable permits at his own expense. 9. Barricades, Lights, Signs and Traffic Control: Contractor shall install traffic control devices according to the most current version of the Texas Manual on Uniform Traffic Control Devices (TUMTCD). As outlined on by the TMUTCD, the Contractor shall furnish and erect such barricades, fences, flashers, signals, and signs, and other precautionary measures for the protection of persons and property as necessary to comply with all federal, state, and local regulations. The Contractor is responsible for compliance with these regulations without intervention from a COD representative. No work will be allowed to begin prior to proper placement of all barricades, signs, and/or traffic controls. A COD representative may order that work be stopped immediately if the barricading or traffic control is not properly set up. Failure of the Contractor to insure proper barricading, signage, and/or traffic control on a recurring basis may be considered a breach of contract. Contractor must obtain the necessary and applicable permits at his own expense. This contractor shall provide a phone number or mobile phone number (or numbers) where a knowledgeable individual can be contacted, on a 24-hour basis, to repair barricades and/or signs that might be discovered to be inadequate, damaged, vandalized, and/or missing.
