BID/FILE INFORMATION Scope of Basic Services for this project was approved by the City Manager on April 10, 2017 for $93,500 which, included updating the existing sealed plans that were prepared in 2007. Sealed plans and specifications were provided to the City, but the construction was put on hold. The update to the 2007 plans is necessary to incorporate new existing conditions and to redesign the Fletcher Branch Bridge to current standards. Amendment No. 1: This Amendment is for TNP to design a 10’ side-path on the north side of Hickory Creek Road from Chaucer to Montecito to be constructed in the summer of 2017 ahead of the main construction project ($39,800) Amendment No. 2: This amendment is also to split the bid plans into a base bid and two alternates sections. ($40,400) Amendment No. 3: This Amendment was to addition of 5’ sidewalk and new ADA Ramps on the south side of Hickory Creek. The existing sidewalk is in bad shape and has DME poles installed through portions of the sidewalk. ($6,300) This amendment includes the warrant analysis and design of a signal at Montecito and Hickory Creek Road. McNair Elementary is at the southwest corner of this intersection. Hickory Creek Road will be widened to four lanes with a raised median which will the increase the distance students will need to cross Hickory Creek Road to get to the elementary school. If the intersection meets warrants and the City so directs, then TNP will provide Traffic Signal Plans for installation of the traffic signal and appurtenances via change order to the Hickory Creek Road Widening project that will be under construction at that time. Task 1 – Signal Warrant Analysis  Visit site, observe critical peak traffic conditions in regard to left turn safety and cross street movements.  Collect turning movement counts (6 AM – 6 PM) when school is in session (this may be provided by City if available).  Obtain recent accident data if available from City and evaluate accident experience.  Analyze MUTCD signal warrants using Warrants 10 software with current counts and additional trips determined.  Prepare technical memorandum of findings and recommendations.  Respond to questions from City and refine report for resubmission to the City. Task 2 – Signal Design  Meet with City to establish current criteria, gather existing as-builts, and to discuss special considerations.  Visit site and surrounding area to take pictures and observe conditions.  Develop signal design plans to include Index and Traffic Signal Layout showing existing utilities (utility poles, street lights, storm drains, fire hydrants, etc.), permanent traffic signal poles and mast arms, pedestrian signal poles, pedestrian signals, APS push buttons, controller cabinet assemblies, signal heads, street lights, detector loops or other detectors, conduit, ground boxes, power sources with distribution to signal service, communications connections, wiring diagrams, pavement markings, signal phasing plan, Opticom equipment, conduit and cable chart, pole summary chart, cable termination, phasing sequence, pole details, pole locations diagram, and all other items required for the complete construction of the signals. Existing traffic signal specifications and standards will be furnished by the City and will be used for design plans, unless otherwise requested by the City.  Revise sidewalks, ramps and striping plans as necessary to accommodate the signals.  Coordination with electrical service provider.  Standard detail sheets as appropriate. Additional Services (Not included in the scope of work):  Bid documents and bid phase services.  Major modifications to the design to support land-use or access changes that were not a consideration in the original design.  Modifications to roadway configuration or turn lanes.  Topographic field survey.  Subsurface Utility Engineering (SUE).  Conducting additional traffic counts, or performing Level of Service (LOS) analysis, Synchro Analysis to determine queueing, or signal timing.  Geotechnical borings, geotechnical investigation, structural pole foundation checks.  Signal timing. Schedule Pending authorization to proceed, traffic counts will be completed during the first or second week of December 2018, while school is in session at McNair Elementary School adjacent to Hickory Creek Road (school is out from Dec. 21 through the holidays).  The warrant study will be complete within two weeks of authorization to proceed.  Design meetings will include a pre-design meeting to establish criteria, followed by a preliminary design review meeting within a week of the initial meeting.  Plans at 60% will be submitted for review, and assuming a prompt review the 90% plans will be submitted for review within 45 days of authorization to proceed with the plans (based on meeting warrants and direction from the City to proceed).  Final plans will be completed within one week of receipt of review comments from the City.
