Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement and Compliance CFO: Antonio Puente, Jr. DATE: April 21, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive bids under RFP 6945 for Land Management Software for the City of Denton Development Service Department; and providing an effective date (RFP 6945). IFB INFORMATION/BACKGROUND The City of Denton solicited a request for proposals for the replacement of the City’s current software for permitting, plan review, and inspections: Trakit and ProjectDox. The current version of the permitting and inspection solution is inadequate, resulting in inefficient use of human and systems resources as well as customer service dissatisfaction. Four areas are inadequate for multiple users across internal departments and with external users: poor user experience; lack of true mobile device solution; lack of integration to in- line and back-office systems; and insufficient reporting capabilities. Requests for Proposals were sent to 264 prospective suppliers of this service. In addition, specifications were placed on the Materials Management website for prospective suppliers to download and advertised in the local newspaper. Three (3) proposals were received by Tyler Technologies, City View Harris Computer, and Vision 33. The purchasing department has decided to reject these proposals for the following reasons: • Submitted pricing for trips were substantially higher than the staff previously anticipated. • Following the site visits for software in neighboring cities, the staff feels the implementation of software would not produce the intended results of the upgrade and lead to similar levels of service being provided by the current software. • Staff believes a better value for the City would be to upgrade the current software solution at a significantly lower cost with an anticipated 75 percent reduction in implementation time. Ultimately, an upgrade to the current solution would provide a better quality of product to our customers at a reduced cost and could be implemented in months rather than years. The upgrade would also address the issues of user experience, mobile device solutions, integration, and report capabilities.
