SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with TIP Strategies, Inc., for
the development of a comprehensive economic development strategic plan; providing for the expenditure
of funds therefor; and providing an effective date (File 7184 – Professional Services Agreement awarded
to TIP Strategies, Inc. in the not-to-exceed amount of $134,922).
INFORMATION/BACKGROUND
The City of Denton funded a comprehensive economic development strategic plan in the FY 2018-19
budget. The scope of work was as follows:
• Assessment of community and comparison to similar communities, including full SWOT analysis
and analysis of the existing tax base.
• Develop vision and goals for economic development in Denton, incorporating feedback from City
Council, Economic Development Partnership Board, Denton Chamber of Commerce, Denton Black
Chamber of Commerce, Denton Independent School District, University of North Texas, Texas
Woman’s University, North Central Texas College, Denton County, representatives from the
business community, and any other relevant stakeholders.
• Based on SWOT analysis, identify target industries and subsectors, make recommendations
regarding strategic considerations of how to attract target industries, including how target industries
support vision and goals and the best methods for marketing to and recruiting targeted industries.
• Review of incentives and economic development tools and provide best practices and guidelines for
strategic use and provide recommendations on the use of traditional and nontraditional incentives.
• Analyze and make recommendations regarding areas for development and redevelopment.
• An actionable work plan that guides the next 3 to 5 years of departmental work plans, staffing,
assignment of duties, and include clear metrics to measure performance and execution of strategies.
TIP Strategies, Inc. (TIP) is a well-known and respected economic development consulting and advisory
firm based out of Austin. TIP has produced high-quality economic development strategic plans for a number
of Metroplex cities and has demonstrated a commitment to meet the defined scope of work through a unique
engaged process.
In accordance with Texas Local Government Code 252.022, the procurement of professional services is
exempt from the requirement of competition-based selection.

RECOMMENDATION
Award a contract to TIP Strategies, Inc., for the development of a comprehensive economic development
