SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract through the Buy Board Cooperative
Purchasing Network Contract Number 601-19, for the purchase of nine (9) new refuse trucks for the Solid
Waste Department; providing for the expenditure of funds therefor; and providing an effective date (File
7232 – awarded to Rush Truck Centers of Texas, LP, in the not-to-exceed amount of $2,514,946).
INFORMATION /BACKGROUND
This request is for the purchase of nine (9) new refuse trucks for the Solid Waste Department. Four (4)
trucks will utilize the Heil automated side loader (ASL) body mounted on Peterbilt model 520 chassis for
the Residential division. Three (3) trucks will utilize the Heil commercial front load body mounted on
Peterbilt model 520 chassis for the Commercial division. Two (2) trucks will utilize the G&H roll-off body
mounted on Peterbilt model 567 chassis for the Commercial Division.
All trucks were approved in the FY19-20 Solid Waste budget. Eight (8) trucks will be fleet replacements
and one (1) roll-off truck is a fleet addition. Trucks being replaced are 2013 and 2014 models that meet
replacement criteria for age and maintenance points.
The new refuse trucks are expected to make a significant impact on the reliability and availability of the
overall Solid Waste residential and commercial fleets.
To reduce the delivery time of the ASL and Front Load truck replacements, a letter of intent was presented
to the vendor on June 11, 2019. Rush Crane and Refuse Systems agreed to reserve build slots as they become
available ahead of Council approval, which reduced the delivery time of new trucks by as much as 10
months. The City’s Fleet Services Department has requested standardization to the Peterbilt chassis for
Class 7 and 8 trucks.
All current trucks are scheduled to be disposed of via on-line auction as replacements become available.
Pricing obtained through the Buy Board Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2005, Council approved the interlocal agreement with the Buy Board Cooperative
Purchasing Network (Ordinance 2005-034).
On January 13, 2020, this item will be presented to the Public Utilities Board for recommendation to the
City Council for consideration.
RECOMMENDATION
Award a contract with Rush Truck Centers of Texas, LP, for the purchase of nine (9) new refuse trucks for
the Solid Waste Department, in a not-to-exceed amount of $2,514,946.
