SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Quality Excavation, LLC, for the 2019 Street
Reconstruction project for the City of Denton with geographical limits as follows: Hercules Lane from
Locust Street to Stuart Road, Scripture Street from Thomas Street to Jagoe Street, Thomas Street from West
Oak Street to Panhandle Street, and Windsor Drive from North Locust Street to Armstrong Street; providing
for the expenditure of funds therefor; and providing an effective date (IFB 7237 – awarded to Quality
Excavation, LLC, in the not-to-exceed amount of $10,202,355.45). The Public Utilities Board recommends
approval (4 - 0).
IFB INFORMATION /BACKGROUND
The 2019 Street Reconstruction project consists of the reconstruction of roadways listed above. This
reconstruction shall include new curb, gutter, ADA compliant ramps in sidewalks, asphalt or concrete
roadways, as well as upgraded drainage, water, and wastewater facilities.
The engineer’s opinion of probable construction cost (OPCC) for the base bid was $14.5 Million. All of the
bid prices fell within the engineer’s OPCC range. The low bidder for this project, Quality Excavation, LLC
appears to meet all of the necessary requirements for qualification on this project.
Invitations for Bid were sent to 324 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Four (4) bids meeting specifications were received. The lowest bid was submitted by
Quality Excavation, LLC.

Purchasing software system in the amount of $10,202,355.45. The budgeted amount for this item is
$10,202,355.45.
