Exhibit 1-Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Materials Management ACM: Mario Canizares DATE: August 1, 2017 SUBJECT Consider adoption of an ordinance accepting competitive proposals and awarding a contract for the supply of secondary pedestals for Denton Municipal Electric to be stocked in the City of Denton Distribution Center; providing for the expenditure of funds therefor; and providing an effective date (RFP 6246-awarded to Techline, Inc. in the three (3) year not-to-exceed amount of $150,000). RFP INFORMATION Denton Municipal Electric (DME) has transmission line, distribution line, and substation projects approved in its five year Capital Improvement Plan that will require installation of secondary pedestals. The pedestals act as a common point to allow for additional underground secondary or service wires to be extended to a number of different points. Underground conductors (wires) often run first from a padmount transformer to a secondary pedestal and then exit to serve multiple homes. Materials will be ordered on an as needed basis to maintain appropriate stocking levels in the City’s Distribution Center. As these commodities are “common stock items” in the Distribution Center working capital inventory under City of Denton General Government, they are not reviewed by the Public Utilities Board. Request for Proposals were sent to 302 prospective suppliers. In addition, specifications were placed on the Purchasing website for prospective suppliers to download. The secondary pedestal specifications for this RFP were designed to provide both needed security and resilience. Past experience with other manufacturer’s pedestals showed that some brands of pedestals can be affected by sunlight, causing them to fail by splitting down the middle. This provides both a security and safety issue since access to live electrical wires is possible. As a result of the stringent pedestal specifications, only one proposal was received from Techline, Inc. The proposal was evaluated based upon published criteria, including price, delivery and probable performance by the supplier. Techline, Inc.’s proposal met all of the required criteria and was determined to be the best value for the City (Exhibit 1). RECOMMENDATION Award a contract for the supply of secondary pedestals to Techline, Inc. in the three (3) year not-to-exceed amount of $150,000. PRINCIPAL PLACE OF BUSINESS Techline, Inc. McKinney Street Denton, Texas www.cityofdenton.com ESTIMATED SCHEDULE OF PROJECT This is an initial one (1) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION The costs for material purchased under the proposed agreement will be funded from project accounts on an as needed basis. The work proposed will be in the transmission category. These costs for transmission projects will ultimately be recovered through the Public Utility Commission Transmission Cost of Service Program (TCOS).
