SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Techline, Inc., for the supply of electric utility fault
circuit indicators for Denton Municipal Electric, to be stocked in the Distribution Center; providing for the
expenditure of funds therefor: and providing an effective date (IFB 7314 – awarded to Techline, Inc., in the
five (5) year not-to-exceed amount of $460,000).
INFORMATION/BACKGROUND
This IFB is to supply fault circuit indicators which are used by Denton Municipal Electric (DME). A fault
indicator provides a visual indication that fault current has passed through the indicator position or location.
Fault indicators are used by DME to assist crews in quickly finding faults or short circuits. This helps by
improving restoration time to our customers during power interruptions. Materials will be ordered on an as-
needed basis to maintain appropriate stock levels in the City of Denton Distribution Center. These
commodities are “common stock items” in the Distribution Center and are not reviewed by the Public
Utilities Board.
Eight (8) Denton firms were notified of the Invitation for Bid. The IFB requested two different brands for
fault indicators, Section A - Power Delivery Products for Underground Indicators and Section B - Smart
Grid Products for Overhead Indicators. Proposals were reviewed by Section to review minimum
requirements and technical specifications.
Invitation for Bids was sent to 224 prospective suppliers of this item. In addition, specifications were placed
on the Materials Management website for prospective suppliers to download and advertised in the local
newspaper. Five (5) bids meeting specification were received. The lowest bid was received by Techline,
Inc.

RECOMMENDATION
Award a contract with Techline, Inc., for the supply of electric utility fault indicators for the Distribution
Center, in a five (5) year not-to-exceed amount of $460,000. The award amount includes a contingency for
additional projects that may require these items.

FISCAL INFORMATION
These products and services will be funded through the using department’s budget on an as needed basis.
The City will only pay for services rendered and is not obligated to pay the full contract amount unless
needed. The work proposed will be in the transmission category. These costs for transmission projects will
ultimately be recovered through the Public Utility Commission Transmission Cost of Service Program
(TCOS).
