Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: June 16, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Teague Nall and Perkins, Inc., for consulting services and to develop a master plan for Southwest Park for City of Denton as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7170 – Professional Services Agreement for consulting services awarded to Teague Nall and Perkins, Inc., in the not-to-exceed amount of $198,800). RFQ INFORMATION/BACKGROUND The City of Denton Parks and Recreation owns a 190-acre site currently known as Southwest Park at the corner of South Bonnie Brae and Allred Road. The property was purchased by the City of Denton in 2006. The Park Master Plan and Design was an approved project in the 2014 Bond election (Proposition No. 4) for a total of $1,255,000. This project will consist of public engagement, need assessment, survey, platting, environmental assessments, conceptual design, and phasing options with opinions of probable costs for the park development. This information will then become part of the master plan for the development of the park, which could include items such as, but not limited to, a recreation center, athletic facilities, aquatic components, playground, trails, and typical park amenities. Request for Qualifications (RFQ) for consulting services were sent to 373 prospective firms, including 16 Denton firms. In addition, the RFQ was placed on the Materials Management website for prospective respondents to download and advertised in the local newspaper. Twelve (12) statement of qualifications (SOQ) were received. The SOQ’s were evaluated and ranked based upon published criteria including identification and understand of the City’s requirements, past performance, experience and qualifications and key personnel, and schedule. The four (4) top ranking finalists were interviewed by the evaluation team to clarify expectations, scope of service, experience and qualifications. Based upon this evaluation, the recommended award is to Teague Nall and Perkins, Inc. (TNP) and is determined to be the most qualified firm for the City. Negotiations and Best and Final Offer (BAFO) were conducted based on published criteria. As part of the BAFO process, TNP will be providing a 10% discount on all services completed through September 30, 2020. City Hall 215 E.
