SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under IFB 7355 for the supply of Athletic Shirts & Jerseys for
the City of Denton Parks and Recreation Department (PARD); and providing an effective date (IFB 7355).
INFORMATION/BACKGROUND
The Parks and Recreation Department (PARD) solicited bids for athletic shirts & jerseys. The clothing items
are used for PARD Athletic programs such as youth/adult leagues and sports tournaments. The sport league
participants receive uniforms for youth sports and participants receive award shirts for adult sports. For
tournaments, souvenir shirts are ordered for resale to participants and spectators.
While in the process of receiving the bids, all Athletic programming was suspended in response to COVID-
19. PARD staff continues to evaluate when sports programming can safely resume. Significant changes will
be made in the way sporting events and activities are held in the future as a result of the pandemic. These
changes will impact the current bid as program schedules and participation levels are adjusted. Additionally,
PARD staff will be resubmitting the solicitation for bid at a later time as a Request For Proposal (RFP)
instead of an Invitation For Bid (IFB) to have the ability to evaluate the bids more thoroughly including
design and quality for resale shirts.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends rejection of all bids for the supply of Athletic Shirts & Jerseys for the City of
Denton Parks and Recreation Department.
