SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Mustang Apparel, Inc. dba Incentive Brands, for
workwear for various departments for the Warehouse; providing for the expenditure of funds therefor; and
providing an effective date (RFP 7315 – awarded to Mustang Apparel, Inc. dba Incentive Brands, in the
five (5) year not-to-exceed amount of $1,450,000).
INFORMATION /BACKGROUND
This Request for Proposals (RFP) is for the supply of workwear to be used by all departments in their daily
operations. The primary users of the workwear contracts include the following departments: Water,
Wastewater, Solid Waste, Electric Distribution, Electric Substations, Electric Metering, Electric
Communications, Parks, Fleet, Airport, and Fire. This contract encompasses pants, jeans, jackets, coats,
shirts, overalls, hats, high visibility gear, and fire protective gear. Embroidery is included in this contract as
well and available for hats, shirts, jackets, coats, and fire protective gear. Each department will be
responsible for ordering workwear on an as-needed basis to ensure fiscal responsibility. Warehouse stock
will include hats and high visibility gear to ensure proper PPE is available for the City of Denton personnel.
Requests for Proposals were sent to 129 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Seven (7) proposals were received and evaluated based upon published criteria including
delivery, compliance with specifications, probable performance, and price. Based upon this evaluation,
Mustang Apparel, Inc. dba Incentive Brands was ranked the highest and determined to be the best value for
the City.
