Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: August 4, 2020 SUBJECT Consider adoption of an ordinance ratifying the expenditure of funds by the City Manager and the Purchasing agent for the Hickory Creek Lift Station pump failure and sanitary sewer overflow in accordance with Texas Local Government Code 252.022, which provides that procurement of commodities and services made to preserve or protect the public health or safety of the municipality’s residents is exempt from competitive bidding, and if over $50,000 shall be awarded by the governing body; and providing an effective date (File 7253 – Hickory Creek Lift Station pump failure and sanitary sewer overflow expenditure of $179,606.34). The Public Utilities Board recommends approval (7 - 0). INFORMATION/BACKGROUND This Declaration of Emergency includes the response to a mechanical piping failure at the Hickory Creek Lift Station on Sunday, November 24, 2019. Failure Discussion The Hickory Creek Lift Station experienced a piping failure on the Pump 1 discharge causing an overflow on Sunday, November 24, City staff rapidly mobilized to initiate bypass pumping and make repairs to the lift station. Pump 2 was also damaged due to the overflow. Regular lift station operations were restored on Wednesday, November 27, when staff completed repairs to Pump 2. Staff completed repairs to Pump 1 on December 9, restoring redundant capacity at the lift station. During this event, City staff kept the Texas Commission on Environmental Quality (TCEQ) informed of all activities associated with the lift station failure and repairs. When the lift station failed, TCEQ requested that the City notify and recommend that citizens obtaining water from groundwater wells within one-half mile from the lift station boil water before use. The City was able to cancel this recommendation on December 3 and notified all affected well owners that day. During this event, the City of Denton water system was not impacted, and water from the City of Denton continued to be safe for all personal uses. The City of Denton would like to extend its thanks to the TCEQ and the Upper Trinity Regional Water District for their support in the response to the overflow event. PRIOR ACTION/REVIEW (Council, Boards, Commissions) ACM Update was presented to PUB on January 13, 2020. ESTIMATED SCHEDULE OF PROJECT Project complete. FISCAL INFORMATION The project was funded using unallocated funds placed in Account 640421541. A total of $179,606.34 was expended for materials, equipment, and third party contractor services.
