SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with North Texas Five Star Events, LLC, for the supply
of Chemical Toilet Rental Services for the City of Denton, Section A – Standard and Handicap Rentals,
Section F – Hand Washing Stations, Section G – Accessories and Additional Service Fees, and Section H
– Special Event/Weekend Rentals; providing for the expenditure of funds therefor; and providing an
effective date (RFP 7070 – awarded to North Texas Five Star Events, LLC, for three (3) years, with the
option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of
$225,000).
INFORMATION /BACKGROUND
Portable chemical toilet rental services are used by City departments to provide restroom and handwashing
stations for construction jobsites and sponsored special events. These services are utilized when permanent
facilities are not available or there is an increased temporary demand. Facilities covered under the contract
include portable standard toilets, portable handicap toilets, and handwashing station rentals. Accessible
sanitary facilities promote health and wellness in the workplace and public gatherings. Services coverd
under the proposed contract include, delivery, removal, relocation, supplies and cleaning of each unit at
deployed locations.
Based on a historical spend and future projections, the recommended not-to-exceed amount for this contract
is $225,000 for a total potential five (5) year contract.
A Request for Proposals was sent to 29 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download, and the solicitation
was advertised in the local newspaper. Three (3) proposals were received and evaluated based upon
published criteria including compliance with specifications, probable performance, and price. Based upon
this evaluation, North Texas Five Star Events LLC was ranked the highest and determined to be the best
value for the City.

RECOMMENDATION

ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These services will be funded through department operating budgets on an as needed basis. The City will
only pay for services rendered and is not obligated to pay the full contract amount unless needed.
