SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with United Site Services of Texas, Inc., for the supply
of Chemical Toilet Rental Services for the City of Denton, Section B – Trailer Mounted Rentals, Section C
– Restroom Trailer, Section D – Laundry Trailer and Section E – Shower Trailer; providing for the
expenditure of funds therefor; and providing an effective date (RFP 7070 – awarded to United Site Services
of Texas, Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total
five (5) year not-to-exceed amount of $225,000).
INFORMATION /BACKGROUND
During response to COVID 19 the City utilized rental services including trailers, portable shower and
laundry facilities. The primary services were deployed at the Civic Center Pool which was set up as a
temporary location when local non-profits were unable to extend services to people experiencing
homelessness and those with housing instability. Additional rentals were used for emergency personnel
working extended hours during response efforts. As of August 2020, expenses related to the rentals total
$73,480. Based on a historical spend and future projections the recommended NTE for this contract is
$225,000 for a total potential five (5) year contract.
Requests for Proposals was sent to 29 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Three (3) proposals were received and evaluated based upon published criteria including
compliance with specifications, probable performance, and price. Based upon this evaluation, United Site
Services of Texas, Inc. was ranked the highest and determined to be the best value for the City.

ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These services will be funded through department operating budgets on an as needed basis. The City will
only pay for services rendered and is not obligated to pay the full contract amount unless needed.
