SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Emmitt A Woods dba EAW Trapping Service, for
the trapping and removal of feral hogs at the City of Denton Landfill; providing for the expenditure of funds
therefor; and providing an effective date (IFB 7392-2 – awarded to Emmitt A Woods dba EAW Trapping
Service, for one (1) year, with the option for three (3) additional one (1) year extensions, in the total four
(4) year not-to-exceed amount of $55,000). The Public Utilities Board recommends approval (7 - 0).
INFORMATION/BACKGROUND
The proposed contract is for trapping and removal of feral hogs located at the City of Denton Landfill. The
hogs destroy grassy fields by creating deep furrows which have made the area difficult to maintain. The
damage to the land creates a hardship on mowing equipment that must cross the inhabited area.
Additionally, the hogs uncover recently disposed waste and have migrated towards the main roads in which
many have been struck by vehicles. The prior vendor reported trapping 186 hogs in 2018 and 157 in 2019.
The proposed contract includes trapping of approximately 275 hogs per year.
Invitation for Bids was sent to 59 prospective suppliers of this item. In addition, specifications were placed
on the Materials Management website for prospective suppliers to download and advertised in the local
newspaper. Two (2) bids meeting specifications were received. The lowest bid was received by Emmitt A
Woods dba EAW Trapping Service.

This is an initial one (1) year contract with options to extend the contract for three (3) additional one (1)

FISCAL INFORMATION
These services will be funded from the department’s operating budget as needed. The City will only pay
for services rendered and is not obligated to pay the full contract amount unless needed.
