SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Adams Consulting
Engineers, Inc., for the design of the South Lakes Tennis Courts for the Parks and Recreation Department
as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date
(RFQ 7349 – Professional Services Agreement for design services awarded to Adams Consulting
Engineers, Inc., in the not-to-exceed amount of $62,500).
INFORMATION/BACKGROUND
The existing tennis facilities at South Lakes Park,554 Hobson Lane, currently consist of two tennis courts
without lighting. In 2014, a bond package was approved to build two additional courts at South Lakes Park
that include lighting, which will allow residents to use them more often.
The proposed contract includes he design scope will include two (2) new tennis courts situated near the two
(2) existing courts on the City of Denton South Lakes Trail Park property at 554 Hobson Lane. Adams
Consulting Engineers shall prepare construction documents for civil engineering, landscape architecture,
structural, and site lighting (if needed) identified as part of this project.
Request for Qualifications (RFQ) for professional design services was sent to 166 prospective firms for
these services. In addition, the RFQ was placed on the Materials Management website for prospective
respondents to download and advertised in the local newspaper. Two (2) statement of qualifications (SOQ)
were received. The SOQs were evaluated based on published criteria including identification and
understanding of the City’s requirements, past performance and experience, qualifications of key personnel,
and schedule presented in the Scope of Work. Based upon this evaluation, the recommended award is to
Adams Engineering and is determined to be the most qualified firm for the City.
