SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with CapitalEdge Strategies, LLC, for Federal
Government Relations and Lobbying Services for the City of Denton; providing for the expenditure of
funds therefor; and providing an effective date (RFP 7423 – awarded to CapitalEdge Strategies, LLC, in
the total six (6) year not-to-exceed amount of $354,000).
INFORMATION/BACKGROUND
The City of Denton has contracted with a firm for federal government relations and advocacy on behalf of
the City at the federal government level for the past 12 years. The services to be provided under this Request
for Proposal ( RFP) include but are not limited to; meeting with City staff to identify issues and develop a
Federal program, updating the City Council on Federal matters, representing the City’s position to Federal
legislative and administration officials, lobbying and advocacy services, providing weekly reports from
Washington, and drafting letters of support from key City officials.
RFP 7423 was issued on July 16, 2020 with responses were due on August 7, 2020. CaptialEdge Strategies,
LLC was selected for a contract. The City is currently contracted with this vendor and has been satisfied
with their performance and the services provided (see attached summary for Capital Edge’s
accomplishments on behalf of the City of Denton).
Based on a historical spend and future projections the recommended NTE for this contract is $354,000 for
a total potential six (6) year contract.
Requests for Proposals was sent to 520 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Four (4) proposals were received and evaluated based upon published criteria including
relevant experience, probable performance, and price. Based upon this evaluation, CapitalEdge Strategies,
LLC was ranked the highest and determined to be the best value for the City.

RECOMMENDATION

Services for the City of Denton, in a two (2) years, with option for two (2) additional two (2) year extensions,
in the total six (6) year not-to-exceed amount of $354,000.

FISCAL INFORMATION
These services will be funded from Public Affairs General Fund Operating Budget. The City will only pay
