Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: October 27, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract extension between the City of Denton and Bound Tree Medical, through February 28, 2021, to continue to provide Emergency Medical Services (EMS) medical supplies for the City of Denton Fire Department to be stocked in the Distribution Center; and declaring an effective date (File 5427 – extending a contract with Bound Tree Medical, to February 28, 2021). INFORMATION/BACKGROUND In 2014, the City of Denton began purchasing medical supplies and medications directly from Bound Tree Medical through a Cooperative Purchasing Agreement with the City of Cedar Hill. The Cooperative Purchasing Agreement provides lower costs for many of the individual items commonly used by the Fire Department. The Cedar Hill contract offers 726 items available on the contract and an average of thirty (30) percent cost savings for the majority of the items used by the City. Prior to using the Cooperative Purchasing Agreement, the City of Denton received a ten (10) percent discount. This contract is utilized by both the Fire Department and the Distribution Center. The Distribution Center uses the contract to purchase gloves and first aid supplies. Each individual fire station orders and maintains supplies as needed for par level and replacement after each call. In fiscal year 2019-20, the Denton Fire Department will have eleven (11) fully stocked ambulances- eight (8) front line and three (3) reserve. In addition, nine (9) fire engines/trucks carry advanced support medical gear, and twenty (20) additional fire department vehicles carry first aid kits. Supply orders are placed online and are reviewed and approved by the EMS Battalion Chief before the order is processed. Supplies and medications are then shipped directly to the requesting station. This extension allows the Denton Fire Department to continue utilizing the cost savings through the Cooperative Purchasing Agreement with the City of Cedar Hill. The Cedar Hill one-year contract agreement began on March 1, 2017, with three (3) one-year renewal options. The final renewal contract extension expires on February 28, 2021. The Procurement Department is currently working on the new multi-year agreement to bring forward in 2021. Section 791 of the Government Code requires that all Cooperative Agreements must be authorized by the governing body, regardless of the dollar amount. City Hall 215 E. (Ordinance No. 2014-008). On November 7, 2017, City Council approved a contract with Bound Tree Medical, in the not-to-exceed amount of $800,000 (Ordinance 2017-335). RECOMMENDATION Award Amendment No. 1 with Bound Tree Medical, to continue to provide Emergency Medical Services (EMS) medical supplies for the City of Denton Fire Department to be stocked in the Distribution Center, for a contract extension through February 28, 2021. PRINCIPAL PLACE OF BUSINESS Bound Tree Medical Dublin, OH ESTIMATED SCHEDULE OF PROJECT This contract will expire on February 28, 2021. FISCAL INFORMATION The supplies will be funded through the using department’s operating budget on an as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
