SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a Professional Services Agreement with Gee
Consultants, Inc., a Texas Corporation, for construction materials testing services as set forth in the
agreement, and providing an effective date (RFQ 6589- Professional Services Agreement for construction
materials testing awarded to Gee Consultants, Inc. in the not-to-exceed amount of $750,000).
RFQ INFORMATION
The City must provide soil testing services prior to and during construction of civil projects. Testing is
necessary to determine the correct depth of stabilization material needed to provide a good base prior to
paving, installation of water lines, wastewater lines and in other construction projects. Various tests are
needed based upon the project type and soil conditions. This contract may be used by various departments
across the City over the contract term of three (3) years. The contract total is based upon prior use and
anticipated usage over the three year contract term. The City will only pay for services needed, and there
is no guaranteed contract spend.
Requests for Qualifications for professional construction materials testing services were sent to 125
prospective suppliers for these items. In addition, the RFQ was placed on the Materials Management
website for prospective respondents to download, and advertised in the local newspaper. Seventeen (17)
statement of qualifications (SOQ) were received (Exhibit 2). The SOQs were evaluated based upon
published criteria including: identification and understanding of the City’s requirements, past performance
and experience, qualifications of key personnel, and schedule to complete tasks. Based upon this evaluation,
staff recommends award to Gee Consultants Inc., and is determined to be the most qualified firm for the
City (Exhibit 2). Gee Consultants, Inc. previously provided testing services for the City of Denton Street
Department on various construction projects including the capital improvement program (CIP).
RECOMMENDATION
Approve a Professional Services Agreement to Gee Consultants, Inc. for professional services for
construction materials testing and geotechnical investigations in the not-to-exceed $750,000 over a three
(3) year period.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for two (2) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
The services will be funded from various capital improvement accounts as needed. Staff estimates that the
usage by department over the three year term to be:
Streets 80%
Water & Wastewater 10%
Miscellaneous departments 10%
A purchase order will be issued prior to services being rendered, to ensure proper funding is available.

The City of Denton’s Strategic Plan is an action-oriented road map that will help the City achieve its vision.
The foundation for the plan is the five long-term Key Focus Areas (KFA): Organizational Excellence;
Public Infrastructure; Economic Development; Safe, Livable, and Family-Friendly Community; and
Sustainability and Environmental Stewardship. While individual items may support multiple KFAs, this
specific City Council agenda item contributes most directly to the following KFA and goal:
