SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a public works contract with Quality Excavation, LLC, for the
construction of the 2019 Intersection Improvements Project for the City of Denton; providing for the
expenditure of funds therefor; and providing an effective date (IFB 7413 – awarded to Quality Excavation,
LLC, in the not-to-exceed amount of $1,809,570.63).
INFORMATION/BACKGROUND
The 2019 Intersection Improvements project was created to address traffic safety concerns at the following
intersections: Nottingham Drive and US 380, McKinney Street and Loop 288, Locust Street and Hercules
Lane, McKinney Street and Woodrow Lane, and Sherman Drive at Loop 288. This project includes signal
installation and turn lane additions with pavement repairs to increase traffic safety needs at the locations
listed above.
The project total cost of $1,809,570.63 for the 2019 Intersection Improvements Project construction consists
of: $1,723,400.60 total base bid; and a $86,170.03 contingency. A five (5) percent contingency allowance,
if any, is for the sole use of the City and will be subject to written authorization by the City’s Project
Manager and Program Manager.
Invitation for Bids was sent to 710 prospective suppliers of this item, including 52 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. Three (3) bids meeting specifications were received. The engineer’s
estimate for comparison (without contingency) for the Base Bid was $1,723,400.60. The lowest bid was
received by Quality Excavation, LLC.

On December 4, 2018, Council approved a Professional Services Agreement for Design with HDR
Engineering, Inc.
RECOMMENDATION
Award a public works contract with Quality Excavation, LLC, for the construction of the 2019 Intersection
Improvements Project for the City of Denton, in the not-to-exceed amount of $1,809,570.63.
