SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager, or his designee, to execute a contract with Axon Enterprise, Inc., through the
Sourcewell Cooperative Purchasing Network Contract Number 010720-AXN, for the services and materials
related to the Taser and Body Camera system for the Police Department; authorizing the expenditure of
funds therefor; and declaring an effective date (File 7541 – awarded to Axon Enterprise, Inc., in the five (5)
year not-to-exceed amount of $2,981,000.00).
INFORMATION/BACKGROUND
The Denton Police Department currently has an Officer Safety Plan (OSP) contract with Axon which is
designed to run for five (5) years and will expire in November 2022. The current OSP contract provides
every sworn member with an Axon body worn camera and a Taser X2.
The proposed contract is for the Officer Safety Plan 7+ (OSP 7+) which provides the Taser 7 to the sworn
members of the department. This upgrade improves effectiveness by shortening the effective target range
from 8’ to 4’ (where most encounters occur), uses a faster projectile speed for clothing penetration while
staying within specified safety norms, and also stores all of its firing data in a rechargeable dockable battery,
which is also how it receives firmware updates. This upgrade also triples the number of training cartridges
provided, while adding new training tools like HALT cartridges and a suit as well as virtual reality de-
escalation program. As a whole, these improvements will make for a far more effective Taser program. This
reduces the possibility of encounters escalating to lethal force.
The upgrade also includes improved features to the the Body 3 camera to livestream and provide the location
of the camera to within 100 feet with exceptional reliability. The dispatcher will have immediate accurate
information of what is happening as well as a location accurate to within 100 feet. Axon Aware also pushes
notifications when a Taser is deployed or armed (depending on settings) or a firearm is drawn from the
holster (combining with Signal Sidearm). This is an incredible officer safety gain. The police department
has been testing this functionality of Axon Aware with great success.
Additioanlly, the police department receives a significant amount of open record requests for videos. The
new redaction tool uses artificial intelligence to automatically redact faces, license plates, and computer
screens. This is a significant improvement over the current frame by frame redaction which can take hours.
This new feature will also prompt supervisor to review randomly selected body and fleet camera videos.

The is review is a requirement for accreditation. Automating and logging this function will establish the
necessary accountability for accreditation.
The Denton Police Department currently pays $242,931 per year per current executed contract with Axon.
This contract will expire in November 2022. Axon has offered to upgrade our contract adding new hardware
and software upgrades at the following rates:

The proposed contract gives the Denton Police Department the opportunity to significantly upgrade its
Axon hardware and software capabilities with minimal increase in FY 20-21. The increases in future fiscal
years is in line with current pricing standards. There is a saving of $371,902 based on incentives Axon
provides to the contract now.
Pricing obtained through Sourcewell Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with Sourcewell (Ordinance 20-197).
RECOMMENDATION
Award a contract with Axon Enterprise, Inc., for services and materials related to the Taser and Body
Camera system for the Police Department, in a five (5) year not-to-exceed amount of $2,981,000.

FISCAL INFORMATION
These products and services will be funded through Public Safety Technology funds. The City will only pay for
services rendered and is not obligated to pay the full contract amount unless needed.
