RFP 7451 Scope of Work1 RFP #7451 DEVELOPMENT FISCAL IMPACT FOR DEVELOPMENT SERVICES SCOPE OF WORK/TECHNICAL SPECIFICATIONS Overview The City of Denton, Texas is seeking proposals from firms to conduct analysis and prepare a fiscal impact tool (“fiscal tool”) for the City. The analysis will estimate public revenues and expenditures associated with land uses decisions within the City of Denton (including comprehensive plan changes, annexations, re-zonings, specific use permits and subdivision approvals). Fiscal impacts considered should include city funded services including but not limited to police, library, water, wastewater, solid waste, capital projects, parks and recreation, sewer, fire, and emergency services. Interested firms must demonstrate knowledge and experience in real estate valuation, demographics, municipal services, transportation planning, and property tax policies. City Fiscal Analysis The City of Denton, population of 141,541. The City of Denton has seen significant growth over the past 20 years. There was a population increase of 72% from 2000-2018. As a full-service city, the City of Denton is the exclusive service provider of electric, water/wastewater, and solid waste/recycling to its residents and businesses including other services provided by the general fund. The overall FY 2019-20 Budget for all funds is $1.23 billion and includes 1,731.11 Full-Time Equivalent positions (FTEs). The General Fund reflects the City’s general service operations such as public safety, libraries, and parks. The General Fund’s two major revenue sources are sales and ad valorem taxes. Ad valorem tax makes up 36% and sales tax is 30% of the General Fund’s total revenue. The City uses permit fees (building and zoning) to supplement the general fund. As the City grows, this tool should assist in facilitating conversations about the concern about the fiscal sustainability of the City and the ability to fund services when the City reaches build out or there is slowing in the economy. The City is seeking both a fiscal impact tool for ongoing site-specific evaluation. The fiscal impact analysis should estimate the long-range municipal revenue and cost implications of the proposed new development. The analysis phase will gather relevant financial data and assumptions to provide meaningful inputs into the fiscal impact tool, as well as conduct planning-level cost estimates. These impacts should be looked at related to General Fund costs to the City for a proposed development but also include the expected revenues from enterprise utility funds. The analysis should build upon existing data and integrate the results into a fiscal tool. These local data and assumptions may come from a variety of sources, including the City, Denton County, Denton Independent School District, North Central Texas Council of Governments, the Texas Department of Transportation, and individual service providers. The tool development phase will result in a tool that City can use to evaluate the fiscal impact of land uses decisions within the City of Denton (including comprehensive plan changes, annexations, re- zonings, specific use permits and subdivision approvals), using the data gathered in the “analysis” phase. REQUEST FOR PROPOSAL DEVELOPMENT SERVICES: FISCAL IMPACT ANALYSIS AND TOOL Page 3 of 3 Expectations To complete the work tasks, at a minimum, the following efforts should be included: • Review the City’s budget and any other necessary documents to prepare an analysis. • Use an average costing or other methodology approved by the City to determine the fiscal impact of a proposed development within the City of Denton. • Develop a tool to be used by City staff while analyzing a proposed development to be shared with the Planning and Zoning Commission and City Council when considering the development. The tool will allow users to enter site-specific data inputs to more precisely project the fiscal impacts of development in a specific place. Model should be user-friendly and accessible for use without the need of special software. • Provide training for the use of the tool as well as a methodology to update the tool annually as input factors change within the City. • Develop presentations which may be required for both the Planning and Zoning Commission and City Council describing the methodology, results, and impact of the development of the tool to understand the information these bodies would be receiving in the future. This may be accomplished via teleconferencing. Deliverables The selected vendor will provide the following deliverables: • Final workplan with project schedule and timeline • Data inventory status report • Data analysis status report • Fiscal impact tool • Presentation to the City Council and Planning and Zoning Commission, if requested • Final report, tool, and data Other Requirements The successful consultant will: • Be responsible for the professional quality and technical accuracy of all documents and data used or produced and correct or revise any errors or deficiencies as appropriate. • Coordinate with staff through weekly communications at a minimum for the duration of the project. • Revise the tool and any training materials following input from staff before final draft. • Attend and present to the Planning and Zoning Commission and City Council, and prepare any revisions that may result from these meetings. This may be accomplished via teleconferencing. • Provide a final deliverable tool and any associated training materials. Schedule The fiscal impact analysis and tool development should take no longer than six (6) months.
