Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: December 17, 2020 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under RFP 7494 for SCADA Maintenance and Service; and providing an effective date (RFP 7494). INFORMATION/BACKGROUND The City of Denton recently advertised a request for proposal (RFP) for Supervisory Control and Data Acquisition (SCADA) Maintenance and Service to enter into a contract with a vendor to provide support for the controls system and software for the Water Production Department. The SCADA system is used to remotely control nearly every aspect of treatment in Water Production. The system is valued at well over $1 million and requires much technical expertise to navigate through. Awarding this contract to a vendor with a lack of specific experience could cause a facility shut down, which could compromise water delivery to City residents and customers. Only two vendors submitted proposals, none of which has had prior experience with the City. The vendors were asked a series of questions to which answers were provided. After evaluating the vendors, the Water Production Department recommends rejecting the proposals based on the following: • The vendors did not show experience with SQL Databases • The vendors did not show experience with Visual Basic scripting and programming • The vendors did not show knowledge or support with GE IFix, which is Water Production’s SCADA software package • The vendors do not have any familiarity with Water Production’s existing system architecture, control logic design, and process control strategies. Water Production relies heavily on the SCADA system for compliance and the vendors that submitted proposals do not possess the knowledge and skills to adequately support the City. This item will be rebid in the future. In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
