SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, rejecting any and all competitive proposals under RFP 7297 for Energy News, Credit
Analytics, and Market Price Data Services for Denton Municipal Electric; and providing an
effective date (RFP 7297).
INFORMATION/BACKGROUND
Denton Municipal Electric (DME) recently procured an Energy Trading Risk Management
(ETRM) system as recommended by an outside consultant (Deloitte). One of the requirements of
the ETRM system is that it be fed reliable market data information from several different sources.
This data is typically provided by several proprietary vendors many of which are not publicly
available and therefore must be purchased.
DME sought to purchase a service that collects, sorts, aggregates, and transmits reliable and
reputable market data in a useful format for its ETRM. The service is currently being provided by
a subcontractor under an existing contract. Some of the proposals received provided the data and
others provided the data with additional bundled features requiring the purchase of an application
to use it. This resulted in proposals that were not truly “apples to apples” for comparison purposes.
Moreover, they were more costly than what was being provided by the current contractor, which
indicated that there were other options in the marketplace that may not have been captured in the
solicitation and that reformulating the solicitation entirely could find better results. It is for these
reasons, staff recommends rejecting all bids. DME does not plan to re-bid this item.
In accordance with the Local Government Code 252.043, the City Council may reject any and all
bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 14, 2020, this item will be presented to the Public Utilities Board (PUB) for
consideration.

RECOMMENDATION
Staff recommends rejection of all proposals for Energy News, Credit Analytics, and Market Price
Data Services for Denton Municipal Electric.
