7508 RFQ - Scope of Service - E&CP Cost Estimation Services7508 RFQ - REQUEST FOR QUALIFICATIONS ENGINEERING AND CAPITAL PROJECTS COST ESTIMATION SERVICES SCOPE OF WORK I. INTRODUCTION The City of Denton (“City”) is accepting responses from qualified consultants for cost estimating review, cost estimating preparation, and estimate at completion projection services for capital projects to augment and train existing resources the Capital Projects/Engineering Department. It is the intent of the City to select a single consultant or consultant team to accomplish all the services outlined in this Request for Qualifications (RFQ). The City will receive statements of qualifications and select a candidate by entering into a contract and continuing for a period sufficient to complete the scope of work starting from the effective date of the contract through completion of all propositions. IT IS UNDERSTOOD that the City reserves the right to negotiate all elements that comprise the response and to accept or reject part or all of any response. II. DEFINITIONS City - City of Denton, a Texas municipal home rule corporation. Consultant - Professional or consulting firm submitting a response to this RFQ. This shall also include the successful PM. Design professionals - Unless otherwise specified, definition shall encompass all designers on the project to include but not limited to professional engineers, architects and so forth and any subconsultants therewith. PM - Project Management team or Program Management team. RFQ - Request for Qualifications; this solicitation. projects/services the RFQ is covering here; i.e. III. SCOPE OF SERVICES The successful consultant will be a highly skilled and experienced individual and/or project team with related experience in project design, real estate, and construction cost estimate review, preparation of a design cost template for estimates at completion along with training of the design template and the ability to evaluate construction costs in concert with the market trends and estimates at completion for a 2-year period. The term estimate at completion should include but it is not limited to design, real estate, project management, construction and inspection costs for all Capital Projects. 1. Maintain a single point of contact for the City. 2. Evaluate and revise existing budget estimates at completion (EAC) for multiple capital projects including hard and soft costs for each project. 3. Evaluate current solicitation, project management, and construction practices and provide recommendations for cost-saving measures such as value engineering, savings in procurement methods, streamlining projects, using in-house staff versus outsourcing, etc.. 7508 RFQ - REQUEST FOR QUALIFICATIONS ENGINEERING AND CAPITAL PROJECTS COST ESTIMATION SERVICES SCOPE OF WORK 4. Evaluate current methods and provide recommendations, templates, and staff training related to accurately calculating estimates at completion (EAC) for Capital Improvement Projects. The successful bidder will have a strong understanding of capital improvement budgeting and local market conditions for general contractors, materials, and professional services. 5. Assist City staff in negotiations with general contractors, professional services, and other suppliers of services/materials on demand and as requested by City staff. IV. RESPONSES/STATEMENT OF QUALIFICATION The entire submittal shall be no more than 25 pages in length. Failure to address items A through F in the Response to the Request for Qualifications Section in detail will be sufficient reason to eliminate a response from consideration. Only upon request, the City may ask for an audit showing latest balance, income statement showing current assets, net fixed assets, other assets, current liabilities and other liabilities. Information may be included in response, but do not include or attach a separate audit unless requested. A. COVER LETTER A cover letter with company name, address, phone number, project contact and principal signature is required, expressing interest in the project and certifying that sufficient resources in personnel, equipment, and time are available and can be committed to this project. B. CONSULTANT'S ORGANIZATION Explain type of ownership (individual, partnership or corporation., number of years in business, listing of primary disciplines and services provided, present size of firm and breakdown of employee category, and a statement of financial condition/stability, consultant’s firm or project team including subconsultant (s) debarment, terminated or suspended from contracting with any public or private entity, consultant's firm or team including sub-consultant(s) bankruptcy declaration or filed protection from creditors under state and federal proceedings, consultant's firm or team including sub-consultant(s. indicted or convicted of a felony or misdemeanor greater than a Class C in last 5 years, any claim(s. or litigation on consultant's firm or team including sub-consultant(s. with any public or private entity in the last five years, insurance coverage in force as required (general liability, automotive liability, worker's compensation. and limits of same. C. PROJECT TEAM Provide resumes for the consultant team members. Provide primary contact, names and titles of employees and all sub-consultant team members, partnering firms and their team members who will have responsibilities under the subsequent agreement. Provide a brief background on all participants to include professional work and areas of expertise. Provide office(s) and team member locations, availability and estimated response times of team members to City tasks. Illustrate each team member's direct experience to the City projects listed herein. Provide an organizational chart breakdown on who will be responsible for what areas. D. WORK PLAN 7508 RFQ - REQUEST FOR QUALIFICATIONS ENGINEERING AND CAPITAL PROJECTS COST ESTIMATION SERVICES SCOPE OF WORK Explain the work plan with detailed specific tasks as noted in Scope of Service section of this RFQ. Note all tasks and the responsible parties including the City and sub-consultants. Include examples where your efforts added value and generated project savings for public sector clients. E. RELEVANT EXPERIENCE List projects of a similar nature with which the successful proponent has had direct experience. Be specific on why the referenced projects are like this project, including but not limited to project location, description, date of implementation, services provided by your firm for the project(s), and client contact information. List projects and detail of the project team that has direct experience in all the aforementioned propositions and projects listed therein. Demonstrate your strengths and weaknesses in your direct experience and, where direct experience is lacking, demonstrate how you will resolve it. In other words, the City will be looking for a single firm with strong experience in civil and horizontal project management. Should the firm lack in either horizontal or civil, demonstrate how the firm will account for this lack of experience. F. QUALITY CONTROL Describe how the successful consultant will handle quality control/quality assurance to monitor and resolve issues and check and cross-reference documents, consultant and contractor's work, invoicing, quantities, bids, design reviews, change orders and so forth.
