7538 - ETRM Implementation SOWRFQ # 7538 Request for Qualifications – ETRM Implementation The City is seeking a professional services contract to provide the DME energy supply group with review and oversight of its accounting of its commodity portfolio via its implementation of an Energy Trading and Risk Management (ETRM) application. It is the City’s intent to award to qualified respondent(s) list and have the ability to award an unspecified number of contracts per work category over the next three years before re-advertising another RFQ for these services. The scope of work shall be finalized upon the selection of the firm(s). The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: A: INTRODUCTION   In accordance with the provisions of Texas Government Code, Chapter 2254, the City of Denton (City), a home-rule city of the State of Texas, is requesting submissions to select firm(s) with demonstrated experience in providing consulting services in the commodity market accounting field and the proper implementation of computer based applications to ensure that proper accounting of the portfolio risk is accomplished. To be eligible, firms shall have the ability to accomplish all aspects of the requested services. B: SCOPE OF WORK   Description of Work Denton Municipal Electric (a utility wholly owned by the City of Denton) is seeking to award at least one task order contract per work description. The assignment of specific projects may be awarded to qualified responders, major work categories include: Summary of Key Assumptions: a. DENTON will arrange for all software, hardware, and facilities licensing and services agreements required to execute the ETRM project. b. Key business users and technical personnel will be available for activity execution and deliverable confirmation throughout the project. c. DENTON will provide systems access for resources as required by the project plan. d. The project will leverage consultant provided templates within the project. Location of Work: a. Consultant shall perform its services remotely or on site at DENTON offices, as needed. Should travel to DENTON be required, expenses will be reimbursed to Consultant with the submission of an expense report. RFQ # 7538 Request for Qualifications – ETRM Implementation b. For travel per diem, Consultant will use an agreed upon rate for complete days in Denton. c. Any travel associated with the project must be pre-approved in writing by DENTON. Description of Work to be Performed: a. Support the accounting team by analyzing settlement data in support of Settlements activities b. Support the processes to capture and validate of volumes for gas and power purchase agreements c. Support monthly close process including P&L tie outs, journal entries, and trade exception reporting and clearing. d. Support DME trade exception reporting e. Create procedure documentation f. Pro-actively seek opportunities to standardize, simplify and automate processes to Improve performance and efficiency as well as address underlying root causes g. Develop reports using the ETRM system or Excel to support DME activities Additional services not included in basic services, may be requested by the City in writing and would be executed only upon acceptance by both parties of the scope and costs of each additional services. C: EXPECTATIONS OF CITY DURING AND AFTER CONCLUSION OF PROJECT The City wants to select an eligible of firm that has demonstrated competence and qualifications to perform services associated with the implementation and maintenance of ETRM systems to properly account for energy portfolio valuation. The firm must be able to meet our expectations as outlined in this solicitation, include all services listed in Scope of Work. RFQ submissions and subsequent documentation will comply with all Federal, State, County and City laws, regulations, and licensing. Firms must be able to provide a competent and experienced contract administration liaison to work with the City and its third-party contractor(s). After award, the firm confirmed as eligible will be selected based on availability, expertise, work load, score and/or any other factors relevant to each work order. Deliverables and specific project scopes will be determined in writing for each project task awarded under this RFQ. D: OBJECTIVES   To provide qualified Consultants to accomplish the needs of the City’s ETRM Implementation. The selection of an eligible firm does not guarantee the use of a specific firm; the City reserves the right to select and use individual firms with indefinite quantity of hours and with the understanding that no work or minimum hours is guaranteed. RFQ # 7538 Request for Qualifications – ETRM Implementation E: PROFESSIONAL SERVICES REQUESTED Eligible firms shall have one or more full time employed CPA(s) licensed by the Texas State Board of Public Accountancy. Interested firms, must include copies of current licenses or certifications. F: FIRM RESPONSIBILITIES   The successful firm(s) shall perform all necessary actions as defined by each awarded contract that results from this RFQ. Due to the uniqueness and variability of projects subject to this RFQ, firm(s) responsibilities and project scopes, schedules and budgets, task orders shall be negotiated and agreed upon in writing at the time services are required. G: CITY RESPONSIBILITIES   Like the Firm’s responsibilities above, the City shall perform all necessary actions as defined by each awarded contract because of this RFQ. Due to the uniqueness and variability of projects subject to this RFQ, the City’s responsibilities shall be negotiated and agreed upon in writing at the time services are required. H: PRICING Pricing will not be a factor in evaluation and awarding this RFQ. Any and all pricing references will apply if selected and once a specific project is awarded. Compensation for each contract shall be negotiated on a cost-plus expenses basis. Payment will be made within 30-days of receipt of Firm’s monthly invoice to be paid per the Firm’s rate schedule attached to each contract resulting from this RFQ. Any travel will be reimbursed at cost ONLY after receipts are received, verified and approved. Travel reimbursement would only be applicable if firm’s personnel are traveling outside a 75-mile radius from the City of Denton and must use the gsa.gov website for mileage reimbursement. Travel outside the 75-mile radius must be approved in advance by the City. I: SUMMARY OF QUALIFICATIONS Interested firms must submit a summary of qualifications that showcases the firm’s qualifications as outlined in this section and throughout the scope of work. The firm must employ a Certified Public Accountant(s) who is licensed by the Texas State Board of Public Accountancy as a minimum requirement. The firm(s) scores will be based on the following criteria: a minimum of three (3) years of general experience within the scope of work, RFQ # 7538 Request for Qualifications – ETRM Implementation possess a minimum of three (3) years or more within the past nine (9) years in ETRM software implementation, provide a letter of evaluation from past clientele. J: SELECTION CRITERIA All firm(s) will be evaluated and scored as outlined in the evaluation procedures of this solicitation. Firms with a score of 80 and above that meet and follow all the requirements as outlined in this specification will be invited the second phase (negotiation) of the evaluation.
