Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance CFO: Antonio Puente, Jr. DATE: May 21, 2019 SUBJECT Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Public Works Contract with Rey-Mar Construction for the construction of the Hickory Creek lift station for the City of Denton, providing for the expenditure of funds therefor; and providing an effective date. (IFB 6894 - awarded to Rey-Mar Construction, in the not-to- exceed amount of $3,418,000). The Public Utilities Board recommends approval (6-0). IFB INFORMATION /BACKGROUND The existing Hickory Creek Lift station pumps all the wastewater flows from the Hickory Creek sewer basin into the State School Interceptor sewer that conveys the flows to the Pecan Creek Water Reclamation Plant (Exhibit 2-Map). This lift station was put in service in 1983. The electrical and electronic components of the station are outdated, and the initial pump station design is deficient as it creates a backup in the Hickory Creek Interceptor Sewer under normal operating conditions. In addition, there have been service interruptions at this lift station in 2018 causing large sewer overflows. Cost comparison showed that it was more expensive to upgrade the existing station compared to constructing a new station. On February 7, 2017, the City Council authorized the design contract for the Hickory Creek Lift Station to replace the existing lift station. The design contract also included surge analysis of the 24-inch diameter force main for safe operation. Funding for construction was included in the FY19 budget. As such, the project was advertised for bids in November 2018 after completion of the final plans and specifications. Invitation for Bids (IFB) was sent to 317 prospective contractors of this service. In addition, specifications were placed on the Materials Management website for prospective contractors to download and advertised in the local newspaper. Two (2) bids were received. The lowest bid meeting specifications were received by Rey-Mar Construction for $3,418,000. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On May 6, 2019, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract with Rey-Mar Construction, for the construction of the Hickory Creek lift station, in the not-to-exceed amount of $3,418,000. City Hall 215 E. Requisition #141032 has been entered into the Purchasing software system in the amount of $3,418,000. The budgeted amount for this item is $3,700,000.
