SUBJECT
Consider adoption of an ordinance accepting competitive bids and awarding a public works contract for
concrete repair and installation services including the construction of concrete pavement, curb, gutter,
sidewalk, ADA ramps, and valley gutters for various City of Denton departments; providing for the
expenditure of funds therefor; and providing an effective date (IFB 6547-awarded to the lowest responsible
bidder meeting specification, Floyd Smith Concrete, Inc., in the four (4) year not-to-exceed amount of
$21,976,261.84).
BID INFORMATION
This bid is for the annual contract to provide miscellaneous concrete related repair and for small
construction projects. Quantities are estimated and will vary according to the needs of the City. Price
structure in most cases is designed to maintain an annual cost and allow for quantity discounts. This contract
is utilized by all field crews for concrete repairs, curb/gutter work, ADA ramps, sidewalk replacement,
driveway repairs, culvert head walls inlet rebuild, etc. Prices include all cleanup work, safety barricading,
materials, and supervision. The contracted services are used by various departments within the City
including Street, Water, Wastewater, Parks, and Solid Waste.
The intent of this contract is to aid the City in making minor repairs and improvements. Projects that exceed
$250,000 are required to have separate payment and performance bonds. In addition, these projects will be
submitted to Council for individual review and approval.
Standard purchasing procedures were followed to solicit bids for the concrete services. Notices were sent
to 407 prospective suppliers. In addition, specifications were placed on the Materials Management website
for prospective suppliers to download and advertised in the local newspaper. Three (3) bids were received
with Floyd Smith, Inc. submitting the lowest price meeting specification (Exhibit 2).
RECOMMENDATION
Approve the award of a contract with Floyd Smith, Inc. for the Concrete Repair and Installation Services
in the three year not-to-exceed amount of $21,976,261.84

ESTIMATED SCHEDULE OF PROJECT
This is an initial one year contract with options to extend the contract for three (3) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These projects will be funded from appropriate bond, Capital Improvement Plans, and/or operating accounts
as determined by the using departments.
