Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement & Compliance ACM: David Gaines DATE: May 11, 2021 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the approval of a fifth amendment to a Professional Services Agreement between the City of Denton and Teague Nall and Perkins, Inc., amending the contract approved by City Council on May 8, 2018, in the not-to-exceed amount of $300,050.00; amended by Amendment No. 1, approved by the City Manager; Amendment No. 2, approved by City Council on September 24, 2019, Amendment No. 3, approved by Purchasing, Amendment No. 4, approved by Purchasing; said fifth amendment to provide a conceptual site plan to include additional engineering, parking plan, and landscape design for the City of Denton Service Center Complex; providing for the expenditure of funds therefor; and providing an effective date (File 6581 – providing for an additional fifth amendment expenditure amount not-to-exceed $49,500.00, with the total contract amount not-to-exceed $513,490.00). INFORMATION/BACKGROUND On May 8, 2018, City Council approved a contract for $300,050 for professional engineering and architectural design services for City of Denton parking lots at City Hall East, Denia Recreation Center, Civic Center, and the Service Center. Amendments: • In an effort to help relieve parking issues for events and meetings at City Hall and Civic Center, staff requested a first amendment to the Professional Service contract with Teague, Nail, and Perkins, Inc. for the design of the gravel lot located across from City Hall. This helped lessen the impact of parking in the downtown area after hours and on the weekends. The City purchased the property from the County and demolished four structures that were in various states of disrepair; allowing the City to meet all developmental and landscaping codes while improving the lighting and safety for the staff and citizens. • The second amendment’s purpose was for professional consultant fees for the McKinney Street Parking lot surface modification plans; the Service Center floodplain study, perimeter fencing, and landscape plans; Denia/City Hall/Civic Center construction document repackaging, inclusion into the construction documents a retaining wall for the Denia Parking lot, City Hall East parking lot lighting plans, and additional third-party costs for estimation. • The third amendment was a no-cost amendment to formally accept a professional fee discount from Teague Nall and Perkins. McKinney Street Denton, Texas www.cityofdenton.com • The fourth amendment’s purpose was for professional services associated with the modification of drawings to show only the western fence and construction observation in the amount of $6,940.00. • The fifth amendment is for professional services to update and revise the previous conceptual parking study for the Service Center Complex, expanding the limits to include current and future planned site conditions and the City-owned property north of Willis Street and east of Ruddell. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On May 8, 2018, City Council approved a contract with Teague Nall and Perkins, Inc., in the not-to-exceed amount of $300,050 (Ordinance 18-283). On November 20, 2018, City Manager approved Amendment No. 1 with Teague Nall and Perkins, Inc., in the not-to-exceed amount of $72,950. On September 24, 2019, City Council approved Amendment No. 2 with Teague Nall and Perkins, Inc., in the not-to-exceed amount of $84,050 (Ordinance 19-2117). On May 18, 2020, Purchasing approved Amendment No. 3 with Teague Nall and Perkins, Inc., to reduce the labor rates by 10%. On February 5, 2021, Purchasing approved Amendment No. 4 with Teague Nall and Perkins, Inc., in the not-to-exceed amount of $6,940. RECOMMENDATION Award Amendment No. 5 with Teague Nall and Perkins, Inc., to provide a conceptual site plan, to include additional engineering, parking plan, and landscape design for the City of Denton Service Center Complex, in the not-to-exceed amount $49,500, for a total amended contract amount of $513,490. Denton, TX ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval, and anticipate conceptual drawings to be completed in the following six months.
