The Public Utilities Board recommends approval (5 - 0). INFORMATION/BACKGROUND The Solid Waste & Recycling Department operates the Public Disposal Facility (PDF) at the City of Denton Landfill. In the Municipal Solid Waste Permit #1590(A) a Recyclables Collection and Storage Area as well as a Citizen Collection Area is detailed. The purpose of this operation is to separate and isolate public customers from commercial customers and the landfill working face to reduce potential dangers of mixing waste collection vehicles, landfill heavy equipment, and auxiliary landfill/construction heavy equipment with PDF customers. The current temporary PDF is located within the footprint of the next landfill cell which is currently under construction and is due to be completed in December 2021. Arrangements have been made to relocate the PDF to another temporary location until the new facility is completed. The purpose of the contract is to allow the Solid Waste & Recycling Department to secure a contract with a construction firm to build the professional engineer-designed facility to accommodate the public, including residents and contractors, to dispose of construction and demolition material as well as property maintenance and cleanup. The PDF will include a designated area for recycling of electronics and appliances; including an area for the public to dispose of recyclable materials.
