SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Joel Van Der Sloot dba Golfers Academy, LLC,
for golf instructor services for the Parks and Recreation Department; providing for the expenditure of funds
therefor; and providing an effective date (RFP 7346-02 – awarded to Joel Van Der Sloot dba Golfers
Academy, LLC, for one (1) year, with the option for four (4) additional one (1) year extensions, in the total
five (5) year not-to-exceed amount of $200,000.00).
INFORMATION/BACKGROUND
The North Lakes Driving Range has 32 lighted tee boxes, a chipping green, and a putting green for access
to the public and the ability to host lessons, classes, and camps. Currently, the Parks and Recreation
Department (PARD) coordinates operations of the North Lakes Driving Range but contracts programming
to certified golf professionals. This Request for Proposal (RFP) is for services to provide golf camps,
classes, lessons, private lessons, and other golf programs. The utilization of contracted golf professionals is
crucial to operations at the North Lakes Driving Range. The driving range is and will remain available to
the public during all operating hours. The use of golf professionals is an additional service that the City of
Denton is offering to our citizens. The golf professionals bring expertise to teaching the sport that PARD
staff would not be able to replicate. The proposed contractor Joel Van Der Sloot has been a Teaching
Professional for over 30 years. He specializes in individual instruction and the development of advanced
teaching techniques. Joel is a certified Professional Golf Association Teaching Professional.
Based on a review of the bid, Golfers Academy can meet all of the bid specifications. Therefore, staff
recommends awarding the contract for RFP 7346-02 to Golfers Academy in the not-to-exceed amount of
$200,000. Staff looked at the recent success of our golf instruction programs and realize the revenue-
generating potential this agreement brings to the North Lakes Driving Range. The actual amount paid will
be calculated based on a percentage of the fees collected by the Parks and Recreation Department for
services stipulated in the attached contract agreement. It was proposed that the citizens will register for
programs through PARD and that the instructor will receive 80% of the fees collected and the City receives
the remaining 20%.
Request for Proposals was sent to 135 prospective suppliers, including 17 Denton firms. In addition,
specifications were placed on the Materials Management website for prospective suppliers to download and
advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure
the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based

upon published criteria including schedule, compliance with specifications, probable performance, and
price. The department is awarding the contract to Joel Van Der Sloot dba Golfers Academy, LLC. Golfers
Academy, LLC is not a legitimate entity registered with the state of Texas. This is just a doing business as
(dba) name for his business.

obligated to pay the full contract amount unless needed.
