SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 7716 for the North Lakes Tennis Center; and
providing an effective date (RFP 7716).
INFORMATION/BACKGROUND
In 2014, Denton voters approved a bond program that included park improvements. Proposition 4 of the
2014 Bond included a new tennis center for North Lake Park consisting of 12 courts. On October 21, 2018,
City Council approved a Professional Service Agreement with Bates Martin Architects LLC for the design
of North Lakes Tennis Courts for the Parks and Recreation Department. The design was completed in June
2021 and the City of Denton permit was approved in July 2021.
Through the formal solicitation process, the City received three bids; one was incomplete therefore deemed
nonresponsive by Procurement, one included pricing outside of the project budget, and one vendor
withdrew their bid. Due to the low number of bidders and incomplete submittals, Parks & Recreation would
like to rebid the project to draw more potential vendors and competitive pricing to evaluate. The rebid will
also assist with receiving complete bid submittals.
Staff recommends rejecting all bids for the North Lakes Tennis Center. A Request for Proposals will be
issued again in November 2021 so that the project can be bid properly by potential contractors.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends the rejection of all proposals for the North Lakes Tennis Center.
