SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, for
approval of a pre-qualified professional services list of State Certified firms to provide architectural,
engineering, and other services as customarily provided for municipal, vertical construction projects for the
Facilities Management Department; and providing an effective date (RFQ 7818 – for a three (3) year term).
INFORMATION/BACKGROUND
To expedite project delivery and reduce staff time and City resources, the Facilities Management
department advertised a request for qualifications (RFQ) relating to specialized professional services in
architectural, design, and engineering disciplines. On September 13, 2021, an RFQ was advertised for
professional services in the following categories:
1. Historic Preservation
2. Office (renovations, additions, and new builds)
3. Fire Stations
4. Fleet Maintenance Facilities
5. Parks & Recreation Facilities
6. Libraries
7. Airport Facilities
8. Pre-engineered Metal Buildings
9. Police Department Facilities
10. Property Condition Assessments
11. Site Master Planning
12. Facilities Master Planning
13. Landscape Architecture
This process ensured that all consultants were reviewed fairly and based on criteria spelled out to each firm
in the original RFQ. It also ensures the City can utilize the results of this process regardless of project
funding source (i.e. Utilities, Capital Improvement Plan, grand funding, Certificate of Obligation bond
funds, General Obligation bond funds, etc.)
Any firm that is pre-qualified under this RFQ is eligible to receive contracts for professional services that
would go through the normal negotiation and award process, including City Council and Public Utilities
Board consideration (where applicable). The City intends to create a pre-qualified respondent(s) list and to

have the ability to award an unspecified number of contracts by the project over the next three (3) years
before re-advertising another RFQ for these services.
Request for Qualifications (RFQ) for professional architectural and engineering was sent to 1,639
prospective firms for these services. In addition, the RFQ was placed on the Materials Management website
for prospective respondents to download and advertised in the local newspaper. Nineteen (19) statements
of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including firm
overview and desired project types, proposed team, key personnel, example projects, the information
provided by the firm, and overall fit. All firms scoring 80 or higher were placed on the list. The evaluation
team is recommending approval of the list with seventeen (17) qualified firms.

RECOMMENDATION
Recommend approval of professional services list of State Certified firms to provide architectural,
engineering, and other services as customarily provided for municipal, vertical construction projects for the
Facilities Management Department as reviewed and qualified by City staff.
ESTIMATED SCHEDULE OF PROJECT
This is a three (3) year contract.
FISCAL INFORMATION
No funds are requested or required to be spent as part of this approval. Individual contracts will be
negotiated with the top-ranked firms and purchasing orders will be issued as needed.
