SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Romco Equipment Company, LLC, which is an
authorized dealer for Volvo Construction Equipment North America, LLC, through the Sourcewell
Cooperative Purchasing Network Contract Number 032119-VCE, for the purchase of one (1) Volvo Model
L110H Wheel Loader for the Solid Waste Department; authorizing the expenditure of funds therefor; and
declaring an effective date (File 7914 – awarded to Romco Equipment Company, LLC, in the not-to-exceed
amount of $266,196.00).
INFORMATION/BACKGROUND
This request is for the purchase of one (1) new Volvo model L110H Wheel Loader for the Solid Waste
Department. The requested wheel loader is a requested fleet addition, approved in the FY21/22 budget.
The new wheel loader will primarily be used by the Landfill Division to move material, load trucks, and
load trailers at the Public Drop-off Facility (PDF) currently under construction on the Solid Waste site. This
machine will complement a current wheel loader and act as a backup in emergencies.
Fleet Services submitted specifications and requested quotes from (3) three suppliers of wheel loaders. All
quotes met specifications and Fleet Services is recommending the purchase of the Volvo model L110H
from Romco Equipment Company as they provided the lowest cost quote which includes a 5 year/9,000-
hour premier extended warranty.
The Volvo model L110H is a proven piece of heavy equipment powered by a clean diesel engine meeting
all current Tier 4f emission standards. In addition, this engine is approved to operate on a B20 blend of
biodiesel, which is the supplied fuel for Landfill equipment. There are currently five (5) other Volvo wheel
loaders of various sizes in use throughout the City.
Pricing obtained through Sourcewell Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with Sourcewell (Ordinance 20-197).

RECOMMENDATION
Award a contract with Romco Equipment Company, Inc., which is an authorized dealer for Volvo
Construction Equipment North America, LLC, for the purchase of one (1) Volvo Model L110H Wheel
Loader for the Solid Waste Department, in a not-to-exceed amount of $266,196.
Due to the rise in Covid19 cases, the Public Utilities Board (PUB) postponed the meeting in January 2022.
Procurement Staff met with the Chair and determined which items could go to Council first due to timing.

ESTIMATED SCHEDULE OF PROJECT
Delivery of the items will occur within 360 days after receipt of order. This Sourcewell contract expired
May 13, 2023.

These items will be funded from Solid Waste Vehicle Replacement Funds.
