SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract for the supply of fiber optic cable for the City of Denton
Distribution Center; providing for the expenditure of funds therefor; and providing an effective date (RFP
6885 - awarded to Taihan Fiberoptics America, Inc., in the three (3) year not-to-exceed amount of
$675,000).
BACKGROUND
This RFP is to supply fiber optic cable to the City of Denton (City). The City currently maintains over 300
kilometers of fiber optic cable network that provides data and voice communications to over 80 City
facilities. Fiber optic cable is a flexible fiber made of glass, or plastic, slightly thicker than a human hair. It
functions as a waveguide, or “light pipe”, to transmit light between the two ends of the fiber. Optical fibers
are widely used in fiber-optic communications, which permits transmission over longer distances and at
higher bandwidths (data rates) than other forms of communication. Fibers are used instead of metal wires
because signals travel along them with less loss and are also immune to electromagnetic interference. Fiber
communications is used to provide Internet services to all city facilities and provide communications from
all of Denton Municipal Electric’s substations and facilities. The cable specified in this bid will be used for
upcoming projects and the replacement of existing fiber as needed.
Requests for proposals was sent to 194 prospective suppliers of this item. In addition, specifications were
placed on the Materials Management website for prospective suppliers to download and advertised in the
local newspaper. Ten (10) proposals were submitted by seven (7) suppliers. Seven (7) proposal meeting
specification was evaluated (Exhibit 2). The proposals were evaluated based upon published criteria
including delivery/lead time, compliance with specifications, and price. Based on this evaluation, Taihan
Fiberoptics America, Inc. was ranked the highest and determined to be the best value for the City.
RECOMMENDATION
Award a contract with Taihan Fiberoptics America, Inc., for the supply of fiber optic cable, in a three (3)
year not-to-exceed amount of $675,000.
