Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: May 17, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Teague Nall and Perkins, Inc., for surveying and civil engineering services for Denton Municipal Electric as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7875 – Professional Services Agreement for surveying and civil engineering services awarded to Teague Nall and Perkins, Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $2,400,000.00). The Public Utilities Board recommends approval (6 - 0). INFORMATION/BACKGROUND Denton Municipal Electric (DME) has several planned distribution lines, transmission lines, and substation projects in its approved five-year Capital Improvement Plan (CIP) that require engineering and surveying services to aid in development, design, and field support. Below is a summary of the types of project development, design, surveying, permitting, field support, and other services to be provided under this contract: • Land surveying including boundary surveys, deed sketches, plats, alignment staking, subsurface utility engineering (S.U.E.), construction verification surveys, and other surveying services as necessary. • Engineering services including feasibility studies for site selection and route planning, site plans, grading plans, drainage studies, landscaping design, structural design, coordination with geotechnical engineers, construction oversight and/or inspection, and other design services as necessary. • Permit processing and preparing supplemental packages including specific use permits, variances, plats, TxDOT permits, clearing, grading permits, building permits, easement exhibits, and other permits and documentation as necessary. In addition, the design professional will represent DME at public meetings and official meetings with the City staff as requested. Coordination with other city departments (including Streets, Drainage, Water, Wastewater, etc.) and other governmental agencies (including TxDOT, Denton County, etc.) will also be part of this effort. DME proposes to contract with Teague Nall and Perkins, Inc. (TNP) to provide the services identified above. TNP is currently performing the above-mentioned services and has extensive project experience in working with the City of Denton planning and permitting departments. TNP has been very successful in all City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com aspects of the work assigned to them, and their performance in these types of activities for CIP projects has been timely and has demonstrated the firm’s professionalism and responsiveness for the needs of DME projects. They are local and possess almost all the needed resources and disciplines needed in-house. TNP can provide the experience and manpower to effectively accomplish the surveying and civil engineering requirements for DME’s CIP projects. The contract has been structured to be billed on an hourly basis for services rendered. The amount of the contract was arrived at by determining the monthly averaging the spend rate over the past 2 years (approximately $40,000) and multiplying that by 60 months (5 years). Request for Qualifications (RFQ) for professional surveying services was sent to 532 prospective firms, including 19 Denton firms, for these services. In addition, the RFQ was placed on the Procurement and Compliance website for prospective respondents to download and advertised in the local newspaper. Nine (9) statement of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including identification and understanding of the City’s requirements, past performance and probable experience, and experience and qualifications of key personnel. Based upon this evaluation, the recommended award is to Teague Nall and Perkins, Inc., and is determined to be the most qualified firm for the City. RECOMMENDATION Award a contract with Teague Nall and Perkins, Inc., for surveying and civil engineering services for Denton Municipal Electric in a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $2,400,000. Fort Worth, TX ESTIMATED SCHEDULE OF PROJECT This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION The services under this contract will be funded out of amounts budgeted for specific projects. A significant amount of work will be in the transmission category. Transmission costs for projects will ultimately be recovered through the Public Utility Commission transmission cost of service program (TCOS).
