Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: May 17, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Archer Western Construction, LLC, for the construction of the Northwest Booster Pump Station for the Water Department; providing for the expenditure of funds therefor; and providing an effective date (CSP 7940 – awarded to Archer Western Construction, LLC, in the not-to-exceed amount of $15,458,300.00). The Public Utilities Board recommends approval (6 - 0). INFORMATION/BACKGROUND The City of Denton Water Utility operates a water distribution system with over 600 miles of water lines divided into five pressure planes. Presently the northwest pressure plane is supplied water from the middle pressure plane through the McKenna Park booster pump station. There is not a transmission main that provides direct flow to the Northwest Elevated Storage Tank located at Loop 288 and I-35, creating inefficiencies. Water from Ray Roberts Water Treatment Plant passes by the Riney Road Elevated Storage Tank and continues to McKenna and Roselawn Elevated Storage Tanks. This causes an imbalance with the water level always being higher at the Riney Road Elevated Storage Tank compared to the other elevated storage tanks. The difference causes water age problems (time from the treatment facility to the tap) and pumping issues. The Northwest Booster Pump Station and the associated transmission main is part of the overall Water Distribution Master Plan. Both will serve to efficiently deliver water to the northwest pressure plane, including the new Denton High School and future developments. The project was planned with growth in mind. It has been designed for an initial capacity of 18.7 MGD (million gallons per day) with the ultimate build out capacity being 28.1 MGD. The station will provide a primary feed to the Northwest pressure plane and improve the operation of both the Riney Road Elevated Storage Tank and Northwest Elevated Storage Tank. The Northwest Booster Pump Station will also ensure water quality standards are met, reducing tank fill time and reducing water age in the northwest upper pressure plane. The upgrade will improve the water distribution service to the community. The project total cost of $15,458,300 for bid package 7940 of the Northwest Booster Pump Station construction consists of a $14,053,000 total base bid and a $1,405,300 contingency. A five (5) percent contingency allowance is allocated for the sole use of the City as needed and will be subject to written authorization by the City’s Project Manager and Program Manager. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Two (2) proposals were received, references were checked, and proposals were evaluated based upon published criteria including key personnel, quality, schedule and written plan, safety record, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Archer Western Construction, LLC was ranked the highest and determined to be the best value for the City. RECOMMENDATION Award a contract with Archer Western Construction, LLC, for the construction of the Northwest Booster Pump Station for the Water Department in a not-to-exceed amount of $15,458,300. FISCAL INFORMATION These services will be funded from a Capital Improvement account 630439523.1360.40100. Requisition #155400 has been entered into the Purchasing software system in the amount of $14,053,000. The budgeted amount for this item is $15,458,300.
