SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 7975 for the Channel Grinder Provision and Install
for the Solid Waste Department; and providing an effective date (RFP 7975).
INFORMATION/BACKGROUND
The City of Denton Solid Waste & Recycling (SW&R) Department was seeking a company to execute the
acquisition, installation, and maintenance of a food waste channel grinder and provision. SW&R received
grant funds for the channel grinder as part of an organics diversion pilot program The only bidder exceeded
the budgeted funding amount and is not competitive pricing which in turn will not allow us to use the grant
funding.
The pilot program is pending a start date due to the absence of a channel grinder. Once the rejection has
been approved, a new RFP will be issued for the channel grinder equipment only and a second RFP for the
installation and maintenance.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 15, 2021, City Council passed Resolution 21-1146 approving the submission of the grant
application to North Central Texas Council of Governments. Notice of the award was published on August
13, 2021, in the Friday Staf Report.
RECOMMENDATION
Staff recommends rejection of all proposals for RFP #7975 – Channel Grinder Provision and Install.
