SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Thermo Scientific Portable Analytical Instruments
Inc dba Thermo Scientific through the U.S. General Services Administration's (GSA) MAS Schedule GS-
07F-6099R, for the purchase of two (2) portable narcotic detection devices for the Police Department;
providing for the expenditure of funds therefor; and providing an effective date (File 8027 – awarded to
Thermo Scientific Portable Analytical Instruments Inc dba Thermo Scientific in the not-to-exceed amount
of $52,620.00).
INFORMATION/BACKGROUND
The Police Department was awarded the U.S. Department of Justice BJA FY 21 Edward Byrne Memorial
Justice Assistance Grant (15PBJA-21-GG-01873-JAGX) in late 2021. This program furthers the
Department’s mission by assisting state, local, and tribal law enforcement efforts to prevent or reduce crime
and violence. An area of emphasis and eligible expense is the purchase of fentanyl detection equipment
and training for law enforcement safety, as well as naloxone distribution.
These devices will replace a large amount of the field test kits that are currently in use for presumptive field
testing but more importantly allow officers to avoid handling potentially deadly levels of substances,
including fentanyl. The grant will cover the full cost of the two devices.
Pricing obtained through the GSA Cooperative Purchasing Network has been competitively bid and meets
the statutory requirements of Texas Local Government Code 271.103.
RECOMMENDATION
Award a contract with Thermo Scientific Portable Analytical Instruments Inc dba Thermo Scientific, for
the purchase of two (2) portable narcotic detection devices for the Police Department, in a not-to-exceed
amount of $52,620.

ESTIMATED SCHEDULE OF PROJECT
Delivery of the items will occur within 60 days after receipt of order. This GSA contract expires on
September 28, 2025.
FISCAL INFORMATION
These items will be funded from the 2021 BJA JAG Grant (HBU 312104) account 312104.6332.
Requisition #155873 has been entered into the Purchasing software system in the amount of $52,620. The
budgeted amount for this item is $52,620.
