SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Brunel Group, LLC, for
a professional development plan for the Police Department as set forth in the contract; providing for the
expenditure of funds therefor; and providing an effective date (RFQ 8016 – Professional Services
Agreement for professional services awarded to Brunel Group, LLC, for one (1) year, with the option for
four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $413,250.00).
INFORMATION/BACKGROUND
In 2018, then incoming Police Chief Frank Dixon, identified several critical areas in need of improvement
throughout the Department consisting of the following: outdated policies and procedures, infrastructure,
low employee morale, and improved professional development opportunities for all personnel. Chief Dixon
immediately sought accreditation to identify and address critical needs and professional development for
Executive and Command Staff.
The Department has taken major steps in responding to these areas of need. The accreditation process
through the Texas Police Chiefs Association (TPCA) Law Enforcement Agency Best Practices Recognition
(Accreditation) Program is nearing completion. Other projects underway include renovating and building
new facilities and installing new training such as Fair and Impartial Policing (FIP), Active Bystandership
for Law Enforcement (ABLE), and De-escalation. Additionally, the Department is actively conducting risk
management initiatives such as Use of Force, Vehicle Pursuit, and Accident Injury Analysis and reporting.
In ongoing efforts to improve the organizational culture and department-wide deficiencies, the Department
is looking to invest in its employees by expanding professional development opportunities to all employees
throughout the organization. The goal is to increase the effectiveness of employee communication internally
and externally with citizens and peers, supervisors, and subordinates through every performance
opportunity they have in the future and to identify and develop individual, group, and organizational
standards and performance plans. The program will create and sustain a coaching culture consisting of all
sworn and non-sworn supervisors and managers. It will also link online training opportunities made
available on demand through Lexipol and PoliceOne.com. Additionally, the program will yield the
identification of root causes, resolution of concerns, needs to be met, expectations achieved and managed,
and recommendations accepted and sustained.
The contract will provide professional development processes and resources that include Pre/Post Denton
PD Culture check-ups at pre-selected intervals, 6 Tenants/ 4 Dimensions Assessments, and a 360 Belonging

Assessment for every leader along with a companion guide for every employee. The program will utilize
qualitative and quantitative methods to measure and assure success.
The Department has budged $82,650 per year for five years. The Department will only provide payment
for employees who participate in the training over the 5-year term.
Request for Qualification (RFQ) for a professional development plan was sent to 866 prospective firms,
including 38 Denton firms, for these services. In addition, the RFQ was placed on the Procurement website
for prospective respondents to download and advertised in the local newspaper. One (1) statement of
qualifications (SOQ) was received. The SOQ was evaluated based on published criteria including company
experience, personnel experience, work history with law enforcement agencies, and reference letters. Based
upon this evaluation, the recommended award is to Brunel Group, LLC, and is determined to be the most
qualified firm for the City.

This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These services will be funded from Police Administration account 310001.7899. Requisitions will be
entered on an as-needed basis. The budgeted amount for this item is $413,250. The City will only pay for
services rendered and is not obligated to pay the full contract amount unless needed.
