Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: October 18, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with MasTec North America, Inc., and Durable Specialties, Inc., for traffic signal construction services for the Traffic Operations Department as set forth in the contracts; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8029 – awarded to MasTec North America, Inc., and Durable Specialties, Inc., for three (3) years, with the option for two (2) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $7,100,000.00). INFORMATION/BACKGROUND City staff developed an RFQ to select a pre-qualified list of contractors with demonstrated experience in providing Traffic Signal Construction Services including, but not limited to, providing the City staff, equipment, supervision, and bonds and insurance to complete tasks associated with traffic signal removal or installation. The selected contractor(s) will closely monitor the construction schedule for each signal and should begin construction mobilization within 2 to 3 weeks of receiving authorization from the City staff. This will ensure timely completion of the overall work effort under this contract. The City has developed the following intersection list for traffic signal improvements: Traffic Signals Ready for Construction: The following five intersections are ready to be constructed as the set of design plans have been signed and sealed and unit quantities have been calculated and identified in the Unit Price Sheet. - Bell at Hickory - Montecito at Hickory Creek - Bell at McKinney - Locust at Windsor - US.77 at Discovery Park Upcoming Traffic Signal Design: The City anticipates replacing an additional six traffic signals due to aging infrastructure. These intersections are not currently funded for construction, but staff will be actively seeking funding from different sources to get these signals replaced/installed. - Eagle at Fort Worth - Eagle at Bell - Welch at Hickory City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com - Hickory at Ave B - Bell at Prairie - Eagle at Bernard The Request for Qualifications (RFQ) was reviewed by pre-set criteria that resulted in two (2) contractors receiving the highest rankings. Each contractor will be provided the opportunity to bid on packages of work put forth by the City Traffic Operations Department. The contractor with the lowest bid and meets the requirements of the project's schedule may be awarded the work. There is no guaranteed minimum amount of work under these contracts. This process will be repeated for each package of work for the entirety of the contracts. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Five (5) statements of qualifications were received and evaluated based upon published criteria including firm overview, resumes of key personnel, example projects, past performance, and safety record. Based upon this evaluation, the recommended award is to MasTec North America Inc., and Durable Specialties, Inc., and is determined to be the most qualified firms for the City. Grand Prairie, TX ESTIMATED SCHEDULE OF PROJECT This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION These services will be funded from various project accounts as project jobs are created and funded. Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $7,100,000.00. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
