Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: October 18, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Patel & Patel General Partners dba Deluxe Inn, to provide accommodations for families experiencing homelessness due to the continued economic impact of COVID-19 for the Community Services Division; providing for the expenditure of funds therefor; and providing an effective date (RFP 8068 – awarded to Patel & Patel General Partners dba Deluxe Inn, in the two (2) year not-to-exceed amount of $945,000.00). INFORMATION/BACKGROUND Since March 25, 2020, the City has funded temporarily shelter for people experiencing homelessness in local hotels for COVID-19 health and safety reasons. CARES-Act Funding started an Emergency Hotel program and extended the program on a voucher basis in December 2020. Due to continuing health risks of COVID-19, American Rescue Plan Act (ARPA) funding was allocated to extend the program at the end of 2021 and into 2022. Between March 2020 and March 2022, family homelessness increased by 305% in Denton County (source: Denton County Homelessness Data Dashboard). The ongoing economic impact of COVID-19 continues to jeopardize the financial stability of low-income households, and the number of families living unsheltered or in their vehicles in Denton continues to increase. Family shelter options in Denton are extremely limited, and a temporary family shelter program using ARPA funds will allow community partners to support vulnerable families as the economic effects of the pandemic continue to develop. Request for Proposals was sent to 148 prospective suppliers, including 24 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based upon published criteria including compliance with specifications, probable performance, and price. Best and Final Offer (BAFO) was requested from the firm. The department is awarding the contract to Patel & Patel General Partners dba Deluxe Inn. McKinney Street Denton, Texas www.cityofdenton.com Responses from Solicitation: 1 PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) In August of 2022, Council was presented with a proposal to allocate $2,500,000 from the City’s second tranche of funding through ARPA for Temporary Alternative Shelter to support ongoing COVID-19 economic recovery efforts. This recommendation was approved with the adoption of the 2022/23 budget in September. Funding is projected to provide temporary family shelter through December 2024. RECOMMENDATION Award a contract with Patel & Patel General Partners dba Deluxe Inn, to provide accommodations for families experiencing homelessness due to the continued economic impact of COVID-19 for the Community Services Division, in a two (2) year not-to-exceed amount of $945,000. FISCAL INFORMATION These services will be funded from American Rescue Plan Act (ARPA) Funds.
