SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Vermeer Equipment of Texas, LLC, through the
Buy Board Cooperative Purchasing Network Contract # 597-19, for the purchase of one (1) trailer-mounted
vacuum excavator for the Electric Distribution Department; providing for the expenditure of funds therefor;
and providing an effective date (File 8105 – awarded to Vermeer Equipment of Texas, LLC, in the not-to-
exceed amount of $102,412.00). The Public Utilities Board recommends approval (7-0).
INFORMATION/BACKGROUND
This request is to award a contract for the purchase of one (1) trailer-mounted vacuum excavator for the
Electric Distribution Department. This unit is a planned replacement approved in the FY21/22 budget. It
will replace a unit that has reached the end of its useful life and will be auctioned when replaced. The
average lifetime-to-date maintenance cost for this unit is $50,000 and has accumulated 15 points on the
fleet replacement scale.
These units are used to dig in the ground that has water around utilities and does not disturb the
infrastructure like a traditional excavator. They can clean around conduit or piping without affecting the
structural integrity of utilities, which can help to eliminate damage to underground infrastructure. This
equipment is also used to safely excavate in congested or sensitive areas, safely excavate under overhead
restrictions, and minimize ground disturbance leaving a small “footprint”.
Pricing obtained through the Buy Board Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2005, Council approved the interlocal agreement with the Buy Board Cooperative
Purchasing Network (Ordinance 2005-034).
On October 10, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
